Job Description

Diversity, Equity, Inclusion, and Belonging (DEIB)

Working under the direction of the Diversity, Equity, Inclusion, and Belonging Manager, the 9252 Racial Equity Communications Specialist in the Office of Diversity, Equity, Inclusion, and Belonging (DEIB) will work to assist with the communications needs for the Agency’s racial equity work.

The Racial Equity Communications Specialist will assist with managing the internal and external communications concerning the Agency’s racial equity work with staff, clients, and the community, including drafting agency-wide emails; coordinating the production and logistics of racial equity events; managing social media postings and other internet content regarding racial equity; and publication of the Agency’s racial equity newsletter. The Racial Equity Communications Specialist will also collect and analyze data to ensure communications are effective and responsive to the Agency’s goals to foster an inclusive work environment, convey information about racial equity concepts in an accessible manner, and strategically advertise the Agency’s job opportunities to the public to attract a diverse candidate pool.  

Essential Duties and Functions:

  1. Manages the Agency’s racial equity webpage and intranet site, including all creative, technical, and content-related issues regarding the sites, to ensure they are accurate, timely, functioning, and fresh.
  2. Creates and develops informative, user-friendly, customer-focused, and visually compelling content concerning racial equity across all distribution channels (i.e. websites, social media, etc.) for internal and external communications.
  3. Develops public relations and digital marketing materials that support the Agency’s racial equity strategy objectives, engage the public, and identify innovative methods to bring targeted messages to market.
  4. Maintains and monitors consistency in creative direction and content of the Agency’s website and intranet in accordance with the Agency’s core values and rebranding strategies; works with technical support staff to ensure functionality of the site; prepares management and administrative reports relating to trends, site usage, improvements; assists in policy development and long-range planning and development and implementation of projects for the website.
  5. Serves as liaison between the Office of Diversity, Equity, Inclusion, and Belonging and key internal and external stakeholders to manage internal and external communications concerning racial equity work.
  6. Creates, proofs, and edits content including: drafting emails and racial equity newsletter articles; creating and editing digital images and video; maintaining agency-wide diversity calendar and coordinating the celebration of cultural events and inclusive holidays; and ensuring that all content is in compliance with federal, state, and local laws and regulations.  

Communications Department

Working under the leadership of the Director of Communications, the 9252 Internal Communications Specialist in the Agency’s Communications Department will lead and support SFHSA’s internal communications and employee engagement efforts.

The Internal Communications Specialist will assist with leading the Agency’s internal communications and employee engagement work with executive leadership and staff, including managing the Agency’s internal communications and engagement plan, enhancing engagement strategies and tactics, developing agency-wide communications, coordinating employee town hall meetings, engaging with City-wide PIOs on employee engagement efforts, partnering with internal stakeholders and teams on enhancing the Agency’s intranet, and serving as an advisor for departments wanting to improve employee engagement for their teams..   

Essential Duties and Functions:

  1. Deliver integrated internal communications and change management activities that create a culture of innovation and community among employees in SFHSA’s two City Departments.
  2. Develop plans and messaging for critical Agency initiatives and updates, such as organizational changes, human resources policies, crises, etc.
  3. Adapt and repurpose communications content for various internal and external audiences, as needed.
  4. Lead internal communications campaigns, innovative ways to engage employees and formulate a compelling vision for change that is in tune with public sector culture.
  5. Develop, write, and edit communications for SFHSA executives, commissioners, and program management including organizational and business process narratives, talking points, emails, employee profiles, articles and presentations.
  6. Collaborate with SFHSA Office of Diversity, Equity, Inclusion and Belonging to ensure communications content reflects Agency values and initiatives to advance racial equity.
  7. Facilitate processes to identify communications needs within various SFHSA programs; provide guidance, coaching, training and support to leadership and management about effective communications.
  8. Direct the strategy and day-to-day management of internal communications channels and editorial calendar, such as an email tool for newsletters and Agency intranet for employee content and storytelling. Serve as the content strategist and editor for SFHSA intranet.
  9. Identify, develop and facilitate employee engagement opportunities, such as internal newsletters, surveys, staff discussions, and future projects.
  10. Coordinate and execute logistics around employee events (social events, town halls, meetings, opportunities for recognition).
  11. Identify and implement appropriate metrics that evaluate the success and impact of internal communications and employee engagement strategies and initiatives.
  12. Strategically integrate communications plans, priorities and tactics for internal and external audiences, as needed.
  13. Oversee work of professional consultants and manage vendor relationships.   

Qualifications

These minimum qualifications establish the education, training, experience, special skills and/or license(s) which are required for employment in the classification.  Please note, additional qualifications (i.e., special conditions) may apply to a particular position and will be stated on the exam/job announcement.

Education:
Possession of a Bachelor’s Degree from an accredited college or university in Journalism, Communications, Public Administration, Business, or a related field

Experience:
Three (3) years of professional experience working in the field of internal communications, public affairs, public information, or public relations unit. Experience must include one (1) year of professional experience in social media, digital engagement or web content management. 

Substitution:
Additional experience as described above may be substituted for the required degree on a year-for-year basis (up to a maximum of two (2) years). Thirty (30) semester units or forty-five (45) quarter units equal one (1) year.

  • Experience with mediating workplace complaints and/or conflicts with a racial equity lens.
  • Ability to analyze data, define problem areas, formulate recommendations, and implement solutions for complex issues or problems.
  •  Excellent written communication skills, including the ability to independently draft written correspondence, reports, and memos with minimal supervision.
  • Excellent verbal communication skills, including experience and comfort leading conversations about race.
  • Ability in interpreting, implementing, and explaining complex policies and procedures.
  • Emotional intelligence and strong interpersonal skills.
  •  Ability to tolerate ambiguity and be comfortable engaging in self-driven activities.

Communications Department

  • Knowledge and experience of employee engagement strategies and products for mid to large organizations.
  • Experience analyzing marketing or communications metrics, such as email marketing, digital communications, and digital marketing, to develop or enhance communications strategies and tactics.
  • Experience developing communications for executive leadership, such as talking points, all staff memos, and employee emails.
  • Expertise in written and verbal communications.
  • Experience in facilitating internal and stakeholder work groups to lead projects from beginning to completion with minimal supervision.
