Job Description

POSITION DESCRIPTION: 

Under general supervision, the Senior Community Development Specialist II – Cultural Districts Program Manager at the Mayor’s Office of Housing, Community Development Division, performs difficult and complex program planning work in the areas of community development, capacity building, and grant management.  

The Cultural Districts Program Manager will be responsible for implementing all aspects of the City’s enacted ordinance establishing cultural districts throughout San Francisco.  The goal of these districts is to acknowledge and preserve neighborhoods with unique cultural heritage. 

This position serves as the primary contact for the Cultural Districts as it relates to budgetary and fiscal management as well as achieving their overall legislative purpose. The program manager is responsible for communications with the Cultural Districts and assisting them with navigating the City and MOHCD fiscal processes.

The Cultural Districts Program Manager will be responsible for all aspects of grants management relating to the Cultural Districts, including negotiating grant agreements, tracking all fund sources, and working with the MOHCD finance division, operations team, and the Mayor’s Budget Office regarding all areas of Cultural District funding.  The Program Manager may also be responsible for managing other MOHCD grants and community investments as needed to support the Department’s consolidated strategic plan.

The Cultural Districts Program Manager will also be responsible for preparing a Cultural, History, Housing and Economic Sustainability Strategy Report (“CHHESS Report”) for each approved district in collaboration with the Office of Economic and Workforce Development, the Planning Department, and the Arts Commission.  This report will provide a demographic and economic profile of each district, including past, current and future trends; analyze and record the tangible and intangible elements of the district’s cultural heritage; identify areas of concern that could inhibit the preservation of the district’s unique culture; and propose legislative, economic and other solutions and strategies to support the successful development and vibrancy of each district. 


Essential functions include: Supervising one full-time staff member;  coordinating the development of program areas;  coordinating the implementation of activities with other city departments and city initiatives; providing technical assistance and capacity building to community based organizations; reviewing, presenting, and discussing program, operations, or policy issues; reviewing and making recommendations regarding the annual work plans, operating budgets, and monitoring and evaluating the effectiveness of programs and funded projects; developing and implementing procedures to assure compliance with applicable laws and regulations; attending program or project-related meetings; preparing, reviewing and executing contracts and other necessary documents; meeting with agencies, key stakeholders and other relevant individuals; and working with confidential information.  The Senior Community Development Specialist II at the Mayor’s Office of Housing also performs related duties as required. 

Qualifications

1.        Possession of a baccalaureate degree from an accredited college or university AND four (4) years of administrative/professional experience in community development, housing and/or housing development, finance, education, social work, children/youth work, or criminal justice; OR

2.       Possession of a baccalaureate degree from an accredited college or university with major coursework in public or business administration, urban planning, government, social work, education, finance, criminal justice, or related field AND three (3) years of administrative/professional experience in community development, housing and/or housing development, finance, education, social work, children/youth work, criminal justice or elections related work; OR

3.       Possession of a Master’s degree from an accredited college or university in public policy, planning, social work, public administration, finance, education, criminal justice, or business administration AND two (2) years of administrative/professional experience in community development, housing and/or housing development, finance, education, social work, children/youth work, or criminal justice; OR

4.       Possession of a Juris Doctor degree from an accredited college or university AND two (2) years of administrative/professional experience in community development, housing and/or housing development, finance, education, social work, children/youth work, or criminal justice.

SUBSTITUTION:

Verifiable administrative/professional experience involving community development, housing and/or housing development, finance, education, social work, children/youth work, criminal justice, and/or elections may substitute for the educational requirement in Minimum Qualification #1 on a year-for-year basis.

  • Basic knowledge of non-profit financial systems
  • Proficiency in operating computers using Windows-based programs, including word processing, spreadsheet and database software in a standard indoor office environment
  • Excellent interpersonal, written and verbal communication skills, including the ability to write clear and concise reports, recommendation and correspondence.
