Job Description

City College of San Francisco is looking to recruit two (2) permanent –exempt, full-time, full-year positions. Exempt employees are considered “at will” and serve at the discretion of the appointing officer.

Note: This position is not represented by a bargaining unit.

Under general supervision of the Academic Hiring Unit Supervisor, the Human Resources Analyst performs professional work in the areas of recruitment and selection, salary administration, general personnel administration, and special project.

Essential functions of the 1241 Human Resources Analyst include but are not limited to:

Academic Hiring Unit

  1. Consult with deans, department chairs, managers, supervisors, and other staff regarding Academic Hiring activities as assigned.
  2. Prepare Job Announcements and perform Minimum Qualifications Review as assigned.
  3. Conduct on-Boarding activities of new, full-time administrative and all FT/PT faculty hires. Examples of activities:
    • New Hire Processing (Fall/Spring/Summer)
    • Schedule and process on-boarding appointments
    • Collect and verify documents from new full-time certificated hires: eligibility to work in the U.S., official transcripts, Medical Clearance, TB Skin Test result, and verification of employment letters to satisfy minimum qualifications requirements
    • Collect and forward documents to appropriate departments for Direct Deposit, CalSTRS enrollment, and AFT2121 new hire enrollment information
  4. Assist in the review, monitoring, and report on problems, and discrepancies with the certificated hiring process and working assignments, recommending appropriate solutions to these issues.
  5. Prepare Board Resolutions for new, full-time faculty, categorically-funded hires, categorically-funded renewals, and temporary part-time upgrades as assigned.
  6. Prepare and send congratulatory letters to new, full-time hires as assigned.

Compensation/Salary Matters
Assist in the analysis, evaluation and calculation of faculty and administrative qualifications and work experience. In the process, review transcripts, degrees, work experience, and related materials and interpret data collected to ensure compliance with the provisions of the California State Education Codes and AFT2121 contract.

Sabbaticals
In consultation with the Sabbatical Committee, coordinate, process, and monitor Sabbatical leave applications.

Other

  • Coordinate academic hiring information for statistical reports and program review.
  • Assist with maintaining PeopleAdmin systems.
  • Prepare salary surveys for academic and administrative positions by contacting public and private educational institutions and/or other agencies on a local and statewide basis. Respond to compensation and other salary-related inquiries.
  • Compile and produce a variety of status reports for management; i.e., College, State and Federal reports.
  • Work on Special Projects as assigned.
  • Other duties as assigned.

Qualifications

Minimum Qualifications: Applicants must meet the minimum qualification requirement by the final filing date unless otherwise noted.

Education:
Possession of a baccalaureate degree from an accredited college or university.

Experience:
One (1) year of professional human resources experience in one or more of the following areas of activity: recruitment and selection, classification and compensation, employee and/or labor relations, benefits administration and human resources operations.

Substitution:
Education Substitution – Verifiable professional human resources work experience in one or more of the following areas may substitute for up to two years of the required education on a year-for-year basis: recruitment and selection, classification and compensation, employee and/or labor relations, benefits administration and human resources operations. (One year of experience will be considered equivalent to 30 semester or 45 quarter units of college coursework.)

Experience Substitution – Completion of a 12 month human resources trainee program equivalent to the City and County of San Francisco’s 1249 Human Resources Training Program may substitute for the one (1) year of required professional experience.

Note: Work experience with the District as a College Work Study Student or Lab Aide (3591 Classification) will not be considered or applied as qualifying experience.

  • Experience in personnel management.
  • Knowledge of computer applications especially Excel and Access. Knowledge of Excel and Access is necessary for tracking recruitment and employment activities for management, budget, operations, and union negotiations.
  • Excellent analytical, oral, and written communications skills.
  • Experience conducting surveys and organizing data/data files.
  • Knowledge of the California State Education Code provisions related to academic and administrative hiring procedures.
  • Experience working with Memorandums of Understanding (MOUs) and Collective Bargaining Agreements (CBAs).
  • Experience working in a post-secondary educational institution.

Selection Procedure/Conditions of Employment

New Hires: As approved by the governing Board of the San Francisco Community College District, beginning October 1, 2021, City College of San Francisco requires that new and current employees, students, and business partners participate in the COVID Safety Campaign. Benefits: Additional Days Off with Pay. As stipulated in the appropriate bargaining agreements and board resolutions, Classified employees working full-year (260 days/year) work schedules are granted, as paid days off, the days between Christmas Day and New Year’s Day, as well as an additional five (5) paid days off during spring break. Eligible school-term-only (STO) employees who are not scheduled to work the designated days between Christmas and New Year’s Day shall be granted three (3) paid days off to be scheduled by mutual agreement between the employee and supervisor. Eligible school-term-only (STO) employees who are not scheduled to work the days designated as Spring Break will not be paid for these days off.

New employees hired on or after October 1, 2013 will contribute 2% of salary to the San Francisco Retiree Health Care Trust Fund (RHCTF).
