What We Do
San Francisco is a pioneer in homeless services and a leader in providing supportive housing as a permanent exit from homelessness. The Department of Homelessness and Supportive Housing (HSH), founded in 2016, is a national leader in the movement to end homelessness by developing a coordinated, equity-driven, client-focused system of compassionate services while piloting innovative models and implementing best practice solutions with measurable results. HSH’s Homelessness Response System (HRS) oversees and implements a system of care that serves 14,000 people daily. Major programs include: street outreach and service connection through the Homeless Outreach Team (SFHOT); a 3,000-bed shelter system for adults and families including shelters for members of the LGBT community and survivors of domestic violence; Navigation Centers that provide temporary shelter to chronically homeless individuals using a low-barrier entry model; rapid rehousing rental subsidies for families, adults, seniors and transitional aged youth; the Problem Solving/Diversional programs including the Homeward Bound program which has helped 11,000 individuals return to stable housing in their city of origin; and robust supportive housing programs over 8,000 units which provide permanent housing and services to formerly homeless individuals and families.
 

Job Description

What You’ll Be Doing

The Rapid Rehousing Program Manager oversees the planning and implementation of rapid rehousing (RRH) programs that are funded by HSH. Rapid Rehousing is a time-limited subsidy that gradually decreases as the tenant stabilizes and finds housing outside of the Homelessness Response System. Tenants live in private-market units and access supportive services, including case management and housing retention services. The Rapid Rehousing Program Manager plans, coordinates, and will launch new RRH programs and support the existing portfolio of RRH programs serving youth, families with minor children, and adults. This position collaborates with various community stakeholders, including nonprofit agencies, community representatives, the U.S. Department of Housing and Urban Development, state officials, and other intergovernmental partners to assess needs, and design RRH programs that comply with federal, state, and local requirements and laws.

The Rapid Rehousing Program Manager reports to the Scattered Site Housing Program Supervisor and is a member of the Housing Subsidy Team at HSH. As HSH increases its housing portfolio as part of the Mayor’s Homelessness Recovery Plan, the Rapid Rehousing Program Manager will lead the following administrative and programmatic responsibilities within the Housing Subsidy Team:

  • Completes program and financial analysis to make process improvement and strategic recommendations. 
  • Manages program agreements with multiple funding sources and ensure providers adhere to program compliance based on the funding source.
  • Engages in cross-functional collaboration with internal departments and external partners on planning and implementing housing-related services for rapid rehousing programs.
  • Supports the development of policies and procedures for HSH’s scattered site programs 
  • Conducts program monitoring for all rapid rehousing programs on an annual basis.
  • Strategizes with the Scattered Site Housing Programs Supervisor, Manager of Housing Subsidy Programs, and Program Managers on the Housing Subsidy Team to identify opportunities to strengthen housing stability across the scattered site housing portfolio.
  • Oversees provider grant agreements and support strategic program spending, negotiate budgets as part of providers’ grant agreements, review and approve budget revisions and budget modifications.
  • Facilitates ongoing housing provider and support service coordination meetings among the adult, TAY, and family rapid rehousing programs.
  • Supervises, train, and mentor professional staff with the goal of improving community-wide data and the quality of programs and services available to the homeless population.
  • Supports the development of program policies and procedures for rapid rehousing programs to streamline and improve services.

The Rapid Rehousing Program Manager will also perform other duties as assigned, including, and not limited to: 

  • Ensures providers are completing required ONE System data entry in alignment with HSH’s continuous data quality improvement process and provide training to providers.
  • Provides monthly updates on rapid rehousing placements and performance to the Director of Housing, Manager of Housing Subsidy Programs, and Scattered Site Housing Programs Supervisor at HSH. 
  • Sets annual housing placement goals for rapid rehousing and other scattered site housing programs in partnership with nonprofit partners and HSH staff.
  • Ensures housing placements remain on target with HSH’s annual housing placement goals, and support partners with reaching those established outcomes.
  • Utilizes data-driven analysis and forecasting to measure and evaluate the performance of rapid rehousing programs.
  • May include additional duties as assigned.

Appointment Type: Temporary Exempt (TEX) in Category 16, limited to no more than 1,040 hours of work in a fiscal year. This position will be subject to the Permanent Civil Service examination process. Successful participation in the Permanent Civil Service examination and selection through an open competitive process is needed in order to be considered for the permanent appointment. This temporary position is excluded by the Charter from the competitive Civil Service examination process, is considered "at will" and shall serve at the discretion of the Department Head.

Qualifications

Minimum Qualifications:

These minimum qualifications establish the education, training, experience, special skills and/or license(s) which are required for employment in the classification.  Please note, additional qualifications (i.e., special conditions) may apply to a particular position and will be stated on the exam/job announcement.

Education:
A Baccalaureate degree in social work, public administration, business administration or a related field.

Substitution for Education:
Additional qualifying experience as stated under the experience requirement may be substituted for up to two (2) years of the required education on a year-for-year basis (30 semester/45 quarter units equals one year).

Experience:
Experience: Three (3) years of professional experience in a general administrative capacity of which two (2) years (4000 hours) are in the field of human services. This experience includes responsibility for functions such as budget administration, contract administration, program planning and policy development, or statistical research.

Experience Substitution:
Substitution for Experience: Possession of a Master’s degree in social work, business administration, public administration or related field may substitute for one (1) year of the required experience as described above for all specialties.
