Job Description

Under general administrative direction, performs complex and administrative work in connection with the operations of the Fire Commission; examples of duties include preparing and posting agenda for regular and special meetings; gathering, collating, copying, putting together and arranging for delivery to Commissioners packets of materials prior to each meeting; serving as clerk at regular and special meetings by calling out agenda items, monitoring time allotments for public comment and making notes for preparation of minutes; preparing and publishing minutes of regular and special meetings; coordinating disciplinary hearings consistent with relevant timelines and deadlines, scheduling parties, sending out notices to parties and collating, reproducing and mailing relevant materials to parties; submitting recordings of meetings for transcription, as appropriate; preparing official documents for the Commission, such as responses, resolutions, etc.; and performing related duties as assigned.

Work Schedule: This position is full-time, Monday through Friday, with weeknight work every fourth Wednesday of the month for the regular evening Fire Commission meeting, and as-needed weeknight work for disciplinary hearings and other special meetings.

Nature of the Position: This position reports directly to the Fire Commission. Its working relationship with the Fire Department is at a functional and liaising level. This position handles highly sensitive and confidential matters related to personnel actions, particularly discipline up to and including termination. As such, the incumbent in this position is expected to maintain confidentiality and exercise sound judgment and discretion.

Qualifications

1. Three (3) years of verifiable executive secretarial experience providing personal and confidential administrative support for a manager by arranging appointments and assisting in the preparation of meetings, responding to public inquiries, reviewing incoming documents, composing confidential correspondence, conducting research, and preparing statistical reports. Job duties must be comparable to 1450 Executive Secretary I; OR

2. Five (5) years of verifiable secretarial experience encompassing editing and independently composing letters and other correspondence utilizing computer software/systems; researching, compiling, and organizing data for various reports; and maintaining office/record systems. Job duties must be comparable to 1446 Secretary II; AND

3. Ability to type 55 words per minute (WPM).

Substitution:

A recognized secretarial training program of two hundred forty (240) hours Or the equivalent of fifteen (15) semester units in graded secretarial college units, may substitute for up to six (6) months of the required experience. Proof of satisfactory completion must be submitted at time of filing application.

LICENSE AND CERTIFICATION

Certification: Completion from a recognized secretarial training program of two hundred forty (240) hours OR the equivalent of fifteen (15) semester units in graded secretarial college units 

Desirable, Fire Commission-specific Qualifications:

Four years of difficult and responsible experience in management, administration, personnel, law and / or human resources in the public or private sector.

Knowledge of Legal Proceedings

Knowledge: 

Knowledge of Robert’s Rules of Order, Brown Act, Public Records Act, Sunshine Ordinance · Knowledge of principles and practices of administrative management

Ability: 

Ability to interact effectively, courteously, and diplomatically with the members of the Fire Commission and other Commissions, elected officials, department heads, employee organization representatives, Fire Department personnel, news media, and the general public

Ability to communicate effectively, both orally and in writing, with the members of the Fire Commission and other Commissions, elected officials, department heads, employee organization representatives, Fire Department personnel, and the general public

Ability to work in an effective partnership with a government board or commission

Ability to exercise good judgment and discretion in handling confidential matters

Skill:

Proficiency in Microsoft Word

Proficiency in Microsoft Excel

Working knowledge of audiovisual equipment, including digital audio recorders and projectors

Working knowledge of database management

Selection Procedures

The Fire Commission will screen timely submitted resumes to identify those candidates who most closely meet the needs of the Commission. Only those candidates will be invited to participate in an oral interview / performance exam. The oral interview / performance exam will be designed to measure job-related criteria. Applicants who meet the minimum requirements are not guaranteed advancement to the interview / performance exam process. The decision of the Commission is final and not subject to appeal.
