Job Description

Appointment Type: Permanent-Exempt.  This position is exempt from Civil Service Commission rules pursuant to the City and County of San Francisco, Charter Section 10.104, and incumbents serve at the discretion of the Appointing Officer.  The duration of the appointment shall not exceed 36 months.

Duties and Responsibilities

1.            Analyze current airport operations and document the as-is processes as a business process model, establishing the necessary roles and responsibilities, tasks and data artifacts produced from the process.

2.            Define the business requirements and business rules to address specific operational use cases that will lead to improved performance.

3.            Assess the current systems that support the airport operation to determine data dependencies between systems, and to suggest enhancements to the current systems.

4.            Design and develop to-be process models that improve the process through automation and other task improvements.

5.            Determine the necessary integrations and interfaces needed to support the to-be process.

6.            Collaborate with the ITT developers to define interface specifications and create the relevant Interface Control Document (ICD) for the integration of SFO’s AODB and the operational systems in scope. Manage the creation of the ICD as a discrete project using project management methods to procure and complete on schedule and within budget. 

7.            Collaborate with the ITT developers to design data schemas, models and machine learning algorithms to enhance and utilize the SFO AODB for the relevant business domains and operations at SFO.

8.            Collaborate with the SFO Stakeholders to design and generate analytic reports and dashboards to measure performance, model and simulate operations and forecast operations.

9.            Manage an integration project roadmap by working with stakeholders to determine priority for implementation.

10.         Manage vendor contracts where applicable to realize the integration.

11.         Participate in terminal expansion and renovation projects to accommodate increasing passenger volumes and improve the passenger experience.

Qualifications

Education:

An associate degree in computer science or a closely related field from an accredited college or university OR its equivalent in terms of total course credits/units [i.e., at least sixty (60) semester or ninety (90) quarter credits/units with a minimum of twenty (20) semester or thirty (30) quarter credits/units in computer science or a closely-related field.

Experience:

Five years of verifiable delivery of airport systems related projects.

Substitution:

Additional experience as described above may be substituted for the required degree on a year-for-year basis (up to a maximum of two (2) years). One (1) year is equivalent to thirty (30) semester units / forty-five (45) quarter units with a minimum of 10 semester / 15 quarter units in computer science or a closely related field.

Desirable Qualifications:

  • A bachelor's degree in aviation management, airport operations, engineering or IT degree, transportation planning, or a related field.
  • Ten years of experience working in aviation operations, airport or airline management, aviation technology vendor or related roles. 
  • Excellent communication skills both written and oral with the ability to communicate and collaborate with various stakeholders, including airport staff, airlines, government agencies, and passengers.
  • Data Analysis: Strong analytical and data analysis skills for monitoring, optimizing, and forecasting airport operations, passenger flows, and safety metrics.
  • Data Integration: Knowledge of Application Programming Interfaces (APIs) and software patterns to integrate operational systems through a messaging layer.
  • Data Science and Machine Learning: Ability to model operational processes that can be utilized in machine learning models for forecasting, optimization, and simulation.
  • Project management skills to ensure delivery of data integrations and services on schedule with high quality. Familiarity with project management principles and tools, particularly for overseeing airport expansion, renovation, or construction projects.
  • Regulatory Familiarity: Knowledge of Federal Aviation Administration (FAA) regulations such as Part 139 Certification, Transportation Security Agency (TSA) safety standards and security protocols, U.S. Customs and Border Patrol (CBP) entry regulations and protocols, collaborative decision making (CDM) between airlines, airports and ground handlers, and FAA System Wide Information Management (SWIM) data.
  • Airport Security: Knowledge of airport security measures and a commitment to ensuring the safety and security of airport operations. Working knowledge in the use of video management systems (VMS), security checkpoint wait-time systems and access control systems.
  • Runway and Taxiway Operations: Knowledge of monitoring and managing the safe movement of aircraft on runways and taxiways using a surface management system. Ensure compliance with air traffic control instructions and runway/taxiway regulations.
  • Aircraft Parking and Gate Assignment: Working knowledge to coordinate aircraft parking including remote parking and gate assignments to optimize gate utilization and minimize congestion. Using a resource management system (RMS), define gate adjacency rules based on aircraft type. Working knowledge of a ramp control system to ensure efficient turnaround times for arriving and departing flights.

SELECTION PROCEDURES

This position requires that the incumbent be qualified for unescorted access to the San Francisco International Airport U.S. Customs Security Area.
