Job Description

The primary task of the District’s Benefits Unit is to assist with administering, managing, and facilitating the activities of the Employee Benefits Program. The Benefits Program is composed of Medical, Vision, Dental, Disability, and Rx Reimbursement Programs, Flexible Spending Accounts (FSA), Commuter Benefits, Basic Life and Accidental Death and Dismemberment, Retirement (both City and State Teachers’ Retirement Systems), Leaves, FMLA, and other employee benefits.

Under general supervision of the Sr Benefits Analyst, the Benefits Analyst will facilitate the activities of the Employee Benefits Program and act as a resource person for the program. The Benefits Analyst will assist the Sr Benefits Analyst and Associate Vice Chancellor of Human Resources in planning, organizing, directing, and coordinating the activities of the Employee Benefit Program unit. In the process, they will research and analyze the cost of the District’s benefit program and its beneficial effect to our employees; coordinate training workshops to assure compliance with regulations; and act as the primary resource person for the various benefit plans. Essential duties require the ability to work in a standard office environment. Evening and week-end work may be required.

Examples of important and essential functions of this position include but are not limited to:

1. Provide oral and written information to faculty, staff, and retirees on available health, dental, life insurance, and leave benefits regarding the differences in coverage, eligibility, and payments.
2. Advise and counsel members, retirees, and spouses or domestic partners on available District benefits, pursuant to rules and regulations of the San Francisco Health Service System (SFHSS) and other carriers associated with the Community College District, and federal and state laws.
3. Analyze, resolve, audit, and track member enrollment and termination claims, accounts, and monthly reports.
4. Compile, calculate, and initiate process by forwarding to SFHSS and/or Payroll department, adjustments to member records, premium receivables and medical claim histories.
5. Research, reconcile, and resolve various member problems related to membership, eligibility, premiums, and where appropriate, forward information to SFHSS.
6. Consult with members of the SFHSS, insurance agencies, other plan providers and outside agencies conducting business with the District, liaising with all members of the college community regarding benefits.
7. Communicate benefits in large group settings by attending SFHSS Board Meeting, coordinate/facilitate benefits information table during Flex events, and conducting workshops and presentations for potential members/retirees.
8. Perform membership maintenance by enrolling, terminating, adjusting, inputting, filing, and maintaining information on district forms, websites, spreadsheets and databases such as PeopleSoft and Excel.
9. Review and complete a variety of forms requiring knowledge of health benefits or the procedures related to membership activities.
10. Maintain reports, logs, and records, complete and issue form letters, and compose correspondence directed at a variety of constituencies and departments.
11. Consult with plan providers and department representatives regarding member status. 12. Process, collect, track, and reconcile all manual payments from employees on leave of absence, and retirees under COBRA, and/or enrolled in District benefits.
13. Perform special project work and other related duties as assigned.

Qualifications

MINIMUM QUALIFICATIONS:

EXPERIENCE AND TRAINING GUIDELINES:

1. Possession of a baccalaureate degree from an accredited college or university; AND
2. One (1) year of verifiable experience administering employee benefit programs including: initiating membership records, calculating benefit premiums and processing enrollment applications; processing, researching and/or adjusting benefit claims or problems and updating data; AND
3. Proficiency in the use of computers to perform word processing and to perform data entry/retrieval.

SUBSTITUTION: Additional experience as described above may be substituted for the required education on a year-for-year basis. Thirty (30) semester units/forty-five (45) quarter units equal one year of experience.

NOTE:
Work experience with the District as a College Work Study student or Lab Aide(3591) Classification will not be considered or applied as qualifying experience.

DESIREABLE QUALIFICATIONS:

The stated desirable qualifications may be used to identify job finalists at the end of the selection process when candidates are referred for hiring.

1. Proficiency with computer software such as Microsoft Word, Powerpoint, Excel, Drupal, and Adobe is highly desirable.
2. Familiarity with the processing of Health benefits.
3. Knowledge of a Human Resources Information system, preferably BANNER and PeopleSoft.
4. Excellent interpersonal skills and oral/written communication skills.
5. Ability to work well under pressure and handle multiple tasks.
6. Excellent organizational skills.
7. Detail oriented
