POSITION DESCRIPTIONS: This position will interact with various City Departments and Agencies such as the San Francisco Municipal Transportation Agency, Public Utilities Commission, Public Works, Mayor’s Office on Disability, Mayor’s Office of Economic and Workforce Development, San Francisco Arts Commission, Mayor’s Office of Public Finance and Transportation, Planning Department, Port of San Francisco, and Caltrans.  Other professional interactions may include the San Francisco County Transportation Authority, Bay Area Rapid Transit (BART), various general contractors, third party utilities (e.g. PG&E, AT&T, Comcast, Level 3, etc.), and the City and County of San Francisco’s general public.

Facility Program

This position will be supporting the Facility Program and responsible for the delivery of projects totaling less than $30M and supporting the PM II and PM III in managing projects under CP&C. The Facility Program supports the modernization and expansion of outdated facilities to make them safe and efficient. The Facility program includes the rehabilitation of maintenance facilities used for transit. Existing facilities will be reconfigured, consolidated, or expanded to best meet operational needs, achieve cost savings, and make our facilities as environmentally friendly as possible. The Project Manager I will be leading select Facility projects from the list below. As the PM I completes projects, they will be assigned new projects under the Facility Program for the duration of their assignment. 

This is the current list of the projects and additional projects could be amended in the Facilities Program in the Capital Improvement Program (CIP) as time progresses. Efficient and well-functioning maintenance, vehicle washing, (electric vehicle) EV-charging, fueling, storage, and staging facilities are -vital components to ensure reliable transit service and ensuring SFMTA’s fleet is in a state of good repair (SOGR). Several of SFMTA’s maintenance facilities are past their useful lives, with some dating more than 100 years into SFMTA’s history. The Facilities Program supports the modernization and expansion of obsolete facilities to provide updated safety measures. Additionally, the purpose of the Program is to update the efficiency of the facility, as well as acquire new facilities to accommodate fleet expansion.

  1. Project Manager I will be assigned to assist Project Manager II in managing a complex Facility, Building and Grounds, and Bureau of Building Repair projects.  The PM I will work under the supervision and direction of PM II on the following projects:

    9. Fall Protection JOC
    10. San Jose Substation Upgrade - Phase I
    11. Presidio Bus Lifts
    12. Islais Creek Maintenance and Operations Facility - Phase I
    13. Embarcadero Station Escalator and Restroom Rehab
    14. Castro Station Accessibility Improvement (Elevator) Project 
    15. 1200 15th Street Renovation
    16. Muni Metro East Expansion - Phase II

* Note: The list above reflects current CIP projection. Project Manager I may be assigned as the leading PM for other smaller, non-complex projects not listed above. PM I responsibilities are limited to total value of below $30M.

Examples of Important and Essential Duties:

Under the administrative directives, the Project Manager I will provide leadership of a varied, multi-discipline team to:

  1. Delivers the Capital Program and Construction (CP&C) projects.
  2. Manages the project scope, schedules, and budgets.
  3. Analyzes work plans and budgets.
  4. Motivates and monitors project teams.
  5. Negotiates/modifies contracts to resolve claims and disputes.
  6. Reviews technical reports and other documentation, designs, drawings, and specifications.
  7. Monitors cost and quantity estimates for necessary labor, materials, and equipment.
  8. Analyzes/solves complex engineering problems/issues to ensure compliance with regulatory and performance standards and specifications.
  9. Writes, reviews, and approves departmental correspondence, reports, and other related documents.
  10. Conducts meetings and presentations to committees, approval agencies, clients, and the general public.
  11. Abilities to operate a city vehicle to and from work sites.
  12. Plans, organizes, directs, and controls assigned Capital Projects from concept through design, construction, substantial completion, and closeout (completion) of the program/project in a timely manner.
  13. Prepares and monitors project budgets, including support for obtaining funding.
  14. Abilities to conduct presentations to the Director and Executive Team to inform them of the project’s progress.
  15. Ensures that contractors are maintaining safe work sites and the needs of the program/project and community are being protected.
  16. Ensures timely inspections, acceptance, and approval for occupancy and closeout (completion) of projects by working with the architects, engineers, contractors, construction managers, inspectors, regulating authorities, operations, and Division of the State Architect (DSA), staff to resolve punch list items and other final activities.
  17. Assists Project Manager II in managing more complex projects in the program and performing project management functions with guidance and directives from Project Manager II.

DESIRABLE QUALIFICATIONS:

The stated desirable qualifications may be used to identify candidates advancing to the interview process and/or to identify job finalists at the end of the selection process.

  1. Project Management Professional (PMP) Certification. 
  2. Experience in technical aspects of civil, mechanical, electrical, plumbing/fire protection, structural, and geotechnical engineering design and specifications, financing, cost estimating and budgeting, including planning and estimating, calculating overhead, design and construction costs, and project scheduling.
  3. Working knowledge of various funding sources and restrictions; legal requirements for City projects; regulations and regulatory agencies and commissions affecting planning, zoning, design, and permitting. 
  4. Experience in the requirements and preparation of final bid packages; and direct experience cooperating and collaborating with contractors and trades and in-field personnel such as construction managers and resident engineers and inspectors during the Construction phase. 
  5. Experience presenting information and/or resolving issues in community meetings and making presentations to elected or appointed officials, boards, or commissions.
  6. Ability to communicate up/down and between disciplines / lay people / stakeholders.
  7. Ability to supervise, prepare, or participate in the design and production of final architectural contract documents for a wide variety of small construction and maintenance projects.
  8. Ability to plan, organize and direct the work of professional staff; analyze and solve problems; make judgment on all decisions; and deal effectively with government officials.
  9. Experience working with Diversity, Equity & Inclusion (DEI) & Diversity initiatives.
  10. Experience in planning programs and/or delivering services to racial, ethnic, and other marginalized communities including Black, Indigenous, Latinx, Asian, Pacific Islander, and Middle Eastern communities.
  11. Experience in planning programs and/or delivering services to communities impacted by social, structural, economic, educational, health, or other disparities.
  12. Experience managing staff in cultural/community engagement, racial equity, transportation equity, inclusion, workforce/professional development, training, outreach, or mass transit services.
  13. Experience collaborating with diverse stakeholders, community groups, underserved or marginalized communities.
  14. Familiarity with the work of the Division of the State Architect (DSA), Americans with Disabilities Act Accessibilities Guidelines (ADAAG), and California accessibility requirements that are in Title 24 of the California Code of Regulations.
  15. Familiarity with CEQA and NEPA as they are applied to the review of transportation projects.
  16. Ability to maintain big-picture management, oriented to achieving an aggressive schedule.
  17. Two (2) years of project coordination of multi-disciplinary scope or construction management experience.

Qualifications

Minimum Qualifications: 

  1. Bachelor's Degree in architecture, engineering or planning plus four (4) years of responsible architectural, engineering or construction management experience, OR
  2. A Bachelor's Degree in another field plus six (6) years of responsible experience in a field directly related to the project, OR
  3. Eight (8) years of architectural, engineering, or construction management experience in a field directly related to the project, OR
  4. California registration as professional engineer or architect.

Notes:

  1. Applicants must meet the minimum qualifications at the time of filing date unless otherwise noted.
  2. One-year full-time experience is equivalent to 2000 hours. (2000 hours of qualifying work experience is based on a 40-hour work week.). Any overtime hours that you work above forty (40) hours per week are not included in the calculation to determine full-time experience.
