San Francisco Public Works (SFPW) is currently recruiting for a Senior Human Resources Analyst (1244) to serve as a valuable member and a lead Analyst in our HR Exams team.

Appointment Type: Temporary Provisional. This is not a permanent appointment. A provisional appointee must participate and be successful in a Civil Service examination for this classification and be selected through an open competitive process in order to be considered for permanent appointment. Provisional appointments may not exceed three (3) years.

Job Description

The San Francisco Public Works’ Human Resources Examination and Classification team is responsible for all phases of the exam process, including conducting job analysis, performing classification research, creating and updating classification specifications, issuing job announcements, screening applications for requirements, developing and administering exams, and adopting eligible lists.

In this position, you will perform professional human resources work and may supervise journey-level analysts or clerical staff within our exciting, new HR department. You will partner with diverse public, private, and community stakeholders. EXAMPLES OF IMPORTANT AND ESSENTIAL DUTIES:

  • Review drafts of examination announcements;
  • Determine applicant eligibility based on minimum qualifications.
  • Respond to exam-related and classification-related protests and appeals; you may represent the department at the Civil Service Commission on examination and/or classification-related matters.
  • Regularly communicate with/respond to inquiries from departmental representatives, labor organizations, managers, employees, applicants, other agencies, and the public.
  • Prepares written materials including letters, reports, memoranda, and forms with the aid of a computer.
  • Contribute to special projects involving the planning, research, development, or implementation of a technical phase of human resources administration.
  • Reviews new and/or vacant positions to determine the appropriate classification and level for the position.
  • Reviews organization structures and associated Minimum Qualifications to ensure opportunities for promotion exist within organizational units.  Makes recommendations to Minimum Qualifications to minimize barriers to employment and advancement and/or clarify the requirements for candidates based on application data.
  • Perform other related duties and responsibilities as assigned.

Qualifications

Education: 
Possession of a baccalaureate degree from an accredited college or university; AND

Experience: 
Three (3) years of verifiable professional human resources experience, similar to 1241 Human Resources Analyst, in one or more of the following areas of activity: recruitment and selection, classification and compensation, employee and/or labor relations, benefits administration and human resources operations; AND

Special Condition:
One (1) year of verifiable professional personnel experience conducting job analysis for the purposes of assessing duties and functions of positions to make recommendations for classification purposes, and/or for the purposes of developing and administering employment exams.

Substitution:

  • Education Substitution - Additional qualifying work experience as a professional human resources analyst may be substituted for up to two years of the required education on a year-for-year basis (30 semester/ 45 quarter units equals one year).
  • Experience Substitution - Completion of a 12 month human resources trainee program equivalent to the City and County of San Francisco’s 1249 Human Resources Training Program may substitute for one (1) year of required professional experience.
  • Experience Substitution - Possession of a Juris Doctorate (J.D.) or Master’s degree in Personnel Administration, Human Resources Management, Business Administration, Public Administration or Clinical/School/Industrial-Organizational Psychology may substitute for one (1) year of the required professional experience.

The above minimum qualifications reflect a special condition associated with the position(s) to be filled. They may differ from the standard minimum qualifications associated with this class code. 

Note:

  • One year of full-time employment is equivalent to 2000 hours. (2000 hours of qualifying work experience is based on a 40-hour work week.) Any overtime hours that you work above forty (40) hours per week are not included in the calculation to determine full-time employment.
  • Qualifying experience can be gained concurrently.

  • Ability to exercise sound judgment and make decisions independently within general guidelines.

  • Proficiency in Microsoft Office applications (Word, Excel, Access, and Outlook).
