San Francisco Public Works (SFPW) is currently recruiting for a Senior Analyst (1244) to serve as the Compliance, Leaves, and Reasonable Accommodations Supervisor for the Employee & Labor Relations team. 

Appointment Type: Temporary Provisional (TPV). This is not a permanent appointment. A provisional appointee must participate and be successful in a Civil Service examination for this classification and be selected through an open competitive process in order to be considered for permanent appointment. Provisional appointments may not exceed three (3) years.

Job Description

Under direction from the Employee & Labor Relations / Leaves Manager, as the Compliance, Leaves and Reasonable Accommodations supervisor, you will be leading a team of two (2) Leaves / RA Analysts as part of our exciting, brand-new Human Resources Division as we work towards a modernized work environment.


In this role, you'll have the opportunity to design and implement the Department’s Leaves and Reasonable Accommodations programs. As the supervisor, you'll train staff, keep abreast of evolving laws, regulations, and policies pertaining to ADA compliance and leaves, and develop standardized workflows for their areas of responsibility. In this new role, you will additionally be responsible for conducting initial reviews of Equal Employment Opportunity (“EEO”) complaints and serve as the Department’s subject matter expert for EEO-related matters. You will be an important member and contributor to our commitment to developing a truly diverse, equitable, inclusive, and accessible department. 

The Compliance, Leaves, and Reasonable Accommodations supervisor performs the following, but not exclusively these, essential functions:

Role Description

  • You will serve as the department’s subject matter expert on leave programs including FMLA/CFRA/PDL, military, and local leave policies, and ensures compliance with the same.
  • Supervise and administer the Department’s ADA compliance program.
  • Provide advice, guidance, and counsel to Department clients on EEO matters, and conducts EEO complaint intakes and reviews.
  • Counsels and advises management, employees, and union representatives on federal and state leave laws, and related local policies and procedures including, but not limited to, FMLA, CFRA, FCL, PDL, Military Leave, Civil Service Rules, MOU, and EEO/ADA.
  • Supervises professional Leaves Management / Reasonable Accommodations team and develops the Leaves / Reasonable Accommodations competencies in direct reports.
  • Engages with employees in the Interactive Process to ensure compliance with the ADA.
  • Designs and drafts forms, reports, training materials, website content and other correspondences related to leave program management. May present to groups as necessary.
  • Ensures proper and timely handling, tracking, and record maintenance of all intermittent and consecutive leave requests. This includes reviewing requests, keeping the leave database and related logs up to date, sending out communications (via emails and letters) to supervisors and employees, running reports/queries, and meeting with employees.
  • Providing data and trend analysis, developing policies, and recommending process improvements.
  • Create a variety of statistical and policy reports for stakeholders.
  • You will provide education for HR professionals, managers, and employees on employee leave policies, entitlements, and benefits.
  • Perform other related duties as assigned.

Qualifications

Education:
Possession of a baccalaureate degree from an accredited college or university.

Experience:

  1. Three (3) years of verifiable professional human resources experience, similar to 1241 Human Resources Analyst, in one or more of the following areas of activity: recruitment and selection, classification and compensation, employee and/or labor relations, benefits administration and human resources operations.

Substitution:
Education Substitution - Additional qualifying work experience as a professional human resources analyst may be substituted for up to two years of the required education on a year-for-year basis (30 semester/ 45 quarter units equals one year).

Experience Substitution - Completion of a 12 month human resources trainee program equivalent to the City and County of San Francisco’s 1249 Human Resources Training Program may substitute for one (1) year of required professional experience.

Experience Substitution - Possession of a Juris Doctorate (J.D.) or Master’s degree in Personnel Administration, Human Resources Management, Business Administration, Public Administration or Clinical/School/Industrial-Organizational Psychology may substitute for one (1) year of the required professional experience.

  • Experience in administering leave programs in accordance with the applicable federal, state, and local laws and ordinances. 
  • Experience with the interactive process of requests for accommodations and the return-to-work process.
  • Knowledge of federal, state and local leave entitlements and benefits including, FMLA, CFRA, FCL, PDL, Military Leave, Short-Term/Long-Term Disability, Workers’ Compensation, etc.
  • Ability to work with discretion on confidential and sensitive issues.
  • Strong verbal and written communication skills with superior attention to detail.
  • Knowledge of current and emerging legislation, issues and trends as appropriate.
  • Experience working with labor organizations and unions is helpful.
