APPOINTMENT TYPE: Permanent Exempt. This position is excluded by the Charter from the competitive civil service examination process and shall serve at the discretion of the Appointing Officer.

Salary Range (Step 1 - Step 5): $87,313 - $106,137 annually

NOTE: This position is categorically funded and funding is reviewed on a yearly basis. Hours are subject to change after appointment dependent upon funding status.

The Office of Workforce Development at City College of San Francisco (CCSF) works closely with Student Development to support Career Education student success. CCSF develops and delivers innovation and relevant short- and long-term technical education programs leading to employment and university transfer opportunities. The Office of Workforce Development partners with the City and County of San Francisco community, the San Francisco Office of Economic and Workforce Development (OEWD), regional community-based organizations, employers, industry associations, labor unions, regional community colleges, and like-minded partners pursuing strategies which connect adults to high-demand, high-wage, high-skilled employment in the California economy.

 

Job Description

The Senior Administrative Analyst will provide fiscal, administrative and management support for all apprenticeship programs including state and federal grants. This position will plan, organize, lead and/or participate in complex sensitive, and detailed analytic work in the areas of budget, financial/fiscal, economic, legislative, and administrative policy and/or contract administration. Engage with public and private sector employers, and industry associations to secure employer commitment to Apprenticeships.

Serve as the lead to provide overall support in the planning, development, and implementation of day-to-day operations for apprenticeship programs including grant funded apprenticeship and pre-apprenticeship programs.

Essential Job Duties and Responsibilities:

1. Contract administration with partner organizations; monitor the implementation and delivery of a new apprenticeship program and educational services; monitor detailed, complex budgets, and ensure expenditures remain within budget, and prepare quarterly program and financial reports,

2. Research, analyze and make policy recommendation on special projects or highly visible public issues; direct complex financial or operational activities;

3. Analyze trends in budget expenditures and revenues, prepares financial/statistical reports for management,

4. Prepare cost estimates and terms for new and existing contracts, for proposed change orders and modifications; review contract provisions, conduct site visits, and meet with program managers to develop cost estimates; meet with contractors to negotiate requests for additional costs,

5.  Perform other related duties as assigned.

Qualifications

MINIMUM QUALIFICATIONS

1. Possession of a graduate degree (Master’s degree or higher) from an accredited college or university and three (3) years of full-time equivalent experience performing professional level analytical work as described in Note A: OR

2. Possession of a graduate degree (Master’s degree or higher) from an accredited college or university with major college coursework as described in Note B and two (2) years full-time equivalent experience performing professional level analytical work as described in Note A; OR

3. Possession of a baccalaureate degree from an accredited college or university and four (4) years full-time equivalent experience performing professional level analytical work as described in Note A; OR

4. Possession of a baccalaureate degree from an accredited college or university with major college coursework as described in Note B and three (3) years full-time equivalent performing professional level analytical work as described in Note A

SUBSTITUTION: Applicants may substitute up to 2 years of the required education with additional qualifying experience in budget analysis, financial analysis and reporting, legislative/policy analysis, or contract/grant administration. One year (2000 hours) of additional qualifying experience will be considered equivalent to 30 semester units/45 quarter units.

Notes on Qualifying Experience and Education:

One year of full-time employment is equivalent to 2000 hours. (2000 hours of qualifying work experience is based on a 40-hour work week.) Any overtime hours that you work above forty (40) hours per week are not included in the calculation to determine full-time employment.

A. Qualifying professional-level analytical experience must be in one or more of the following functional areas: complex budget analysis, development and administration; complex financial/fiscal analysis and reporting; development of complex contracting systems and administration of competitive bid processes and complex contractual agreements; development and evaluation of complex management/administrative policy; complex grant administration and monitoring; complex program evaluation and planning; complex legislative analysis; complex economic analysis; or other functional areas related to the duties of positions in Class 1823, where the primary focus of the job is complex professional-level analysis for evaluation, recommendation, development and implementation of major programs and functions of department/organization. Analytical experience equivalent to the duties of Class 1822 is considered qualifying.

B. Coursework applicable to a baccalaureate or higher degree in specialized subject matter areas such as public or business administration, management, business law, contract law, public policy, urban studies, economics, statistical analysis, finance, accounting or other fields of study closely related to the essential functions of positions in Class 1823.

Note: Work experience with the District as a College Work Study Student or Lab Aide (3591) Classification will not be considered or applied as qualifying experience.

DESIRABLE QUALIFICATIONS. The stated desirable qualifications may be considered at the end of the selection process when candidates are referred for hiring.

1.       Two (2) years of experience with large scale grant-funded project leadership with complex partnerships.

2.       Experience in higher education and/or workforce setting.

3.       Background in apprenticeship.

4.       Experience with student equity and diverse hiring practices.

5.       Budget management and contract management experience.

6.       Demonstrated ability to successfully communicate complex facts and ideas both in writing and in public speaking.

7.       Demonstrated ability to work under pressure and tight timelines.

8.       Demonstrated ability in identifying problems, to take initiative in carrying through the required actions to completion.

9.       Demonstrated ability to develop consensus through collegial consultation.

10.   Demonstrated knowledge in assessing organizational training needs, developing educational content based on specifications, program development, and evaluation.

11.   Successful experience in managing skilled trades training programs.

12.   Demonstrated knowledge in all phases of the business operations, including cost neutral self-sustaining programs, controlling and managing operating budgets.

13.   Successful experience in personnel management and success in working with higher education administrators, classified staff, department chairs, and faculty or equivalent in another complex organization/industry.

14.   Demonstrated ability to successfully communicate complex facts and ideas both in writing and in public speaking.

Additional Information Regarding Employment with the City and County of San Francisco:

Benefits:

1.  Additional Days Off with Pay. As stipulated in the appropriate bargaining agreements and board resolutions, Classified employees working full-year (260 days/year) work schedules are granted, as paid days off, the days between Christmas Day and New Year’s Day, as well as an additional five (5) paid days off during spring break. Eligible school-term-only (STO) employees who are not scheduled to work the designated days between Christmas and New Year’s Day shall be granted three (3) paid days off to be scheduled by mutual agreement between the employee and supervisor. Eligible school- term-only (STO) employees who are not scheduled to work the days designated as Spring Break will not be paid for these days off.

2.  New employees hired on or after October 1, 2013 will contribute 2% of salary to the San Francisco Retiree Health Care Trust Fund (RHCTF).
