The Department of Public Health is accepting applications for an Executive Administrator, Integrated Rehabilitation Services and Health at Home (0942, Manager VII).

Job Description

POSITION DESCRIPTION:

The San Francisco Health Network (SFHN) Executive Administrator, Integrated Rehabilitation Services & Health at Home is the Executive Administrator with responsibility over two critical services for the San Francisco Health Network (SFHN): the Integrated Rehabilitation Services which includes Zuckerberg San Francisco General (ZSFG) and Laguna Honda Hospital (LHH) Rehabilitation Services as well as Health at Home Services.

ZSFG and LHH Rehabilitation Services provides patient care services in ZSFG Acute Care, Skilled Nursing (4A), Outpatient Services (Ambulatory Care), and at LHH Hospital and Rehabilitation Center. The Executive Administrator manages leadership teams who oversees day to day operations, engages patients, staff, referring providers, and hospital administration team with humility and respect, calling on LEAN leadership tools and methods whenever applicable to ensure successful implementation of organizational and departmental strategic initiatives. The Executive Administrator is ultimately responsible for all day-to-day operations, adherence to Materials and Supplies and Contract budgets, developing and executing staffing plans and assists the SFHN leadership team in ensuring Rehabilitation Services aligns procedures and workflows to meet the rehabilitation services needs of patients across the SFHN.

Further, the Executive Administrator is the CMS-required position to ensure quality and safe delivery of Health at Home services. This position assumes the overall responsibility and authority for administrative and supervisory functions and operations of the Health at Home Agency. This position is required to coordinate provision of home care services that reflect the home health care agency philosophy and standards of home health care. This role needs to plan, develop, implement, evaluate, and develop the budget for the home health care services, programs, and activities.

The SFHN Executive Administrator for Integrated Rehabilitation and Health at Home (0942 Manager VII) performs the following essential functions:

  1. Adopt, review, and approve the bylaws and policies of Health at Home and consideration of proposed revisions annually.
  2. Ensure that the agency does not refuse service or employment to or in any way discriminate against any person because of race, color, creed, sexual orientation, physical ability, or country of origin.
  3. Organize and direct activities of the program according to its stated purposes and objectives.
  4. Conduct Health at Home Professional Advisory board meeting per regulatory guidelines.
  5. Develop and implement an effective budgeting and accounting system.
  6. Maintain written service agreements, including financial arrangement, with other approved providers for appropriate services necessary to meet the needs of patients/clients.
  7. Ensure that Health at Home personnel are qualified and evaluated regularly, and that adequate staff education programs are implemented.
  8. Ensure the accuracy of all public information materials including advertisements and brochures, and of all activities.
  9. Provide direction and organization for ongoing agency functions.
  10. Promote and maintain an agency environment that is in compliance with federal, state, and local regulatory agencies.

The SFHN Executive Administrator, Rehabilitation Services & Health at Home (0942 Manager VII) performs other duties as assigned or required.

Qualifications

REQUIRED MINIMUM QUALIFICATIONS (all candidates must verify that they meet all elements below—license, and length, type, and level of experience including supervision of professionals):

  1. EDUCATION: Possession of a bachelor's degree from an accredited college or university,

AND

       2. LICENSE: Possession of a valid, unrestricted clinical license issued by the State of  California such as a Registered Nurse (RN), Registered Physical Therapist (RPT), Registered Occupational Therapist (OTR), Licensed Speech Pathologist (LSP), Registered Respiratory Therapist (RRT), or similar/closely related health care license

AND

      3. EXPERIENCE: Five (5) years of verifiable professional experience managing acute, post-acute, ambulatory, rehabilitation, and/or home health services, all of which must include supervising professionals.

EDUCATION SUBSTITUTION: Additional professional experience as described above may substitute for the required degree on a year-for-year basis up to a maximum of two (2) years. One year is equivalent to thirty (30) semester or forty-five (45) quarter units.

Note: One year of full-time employment is equivalent to 2,000 hours of qualifying work experience (one year if performed full-time at 40 hours per week). Any overtime hours that were worked above 40 hours per week are not included in the calculation to determine qualifying hours worked.

Minimum Qualification Supplemental Questionnaire (MQSQ) (Weight: Qualifying): Applicants will be required to complete a Minimum Qualification Supplemental Questionnaire by email after your submit your application. This MQSQ is designed to obtain specific information regarding an applicant's experience in relation to the Minimum Qualifications for this position. Applicants must also complete the official application. It is essential that applicants provide complete information identifying their education, experience, and training. The MQSQ will be used to evaluate if the applicant possesses the required minimum qualifications.

Management Test Battery (Weight: 100%): Candidates will be invited to participate in a computer-based examination designed to measure competencies in job-related areas which may include but not be limited to: Problem Solving; Leadership; Decision Making; Interpersonal skill; Human Resources Management; Team Building; Communication; Conflict Management and Process Improvement. A passing score must be achieved on the Management Test Battery to continue in the selection process. This is a standardized examination and, therefore, test questions and answers are not available for public inspection or review. Scores attained on the Management Test Battery will be valid and 'banked' for three years, starting from the date of the examination. This means that, during this three-year time period, you will not be required to take the Management Test Battery. The Management Test Battery may be used for many other classes; therefore, your test score may be applied to one or more of these classes if you choose to apply to future recruitments. If the selection process for the future announcement is held within one year of the date of this examination and it includes the Management Test Battery, your score will be automatically applied to that announcement. However, after one year, you have the option to either (a) apply your test score to the other announcement or (b) re-take the Management Test Battery. Retesting is permitted no sooner than one year from the date of the examination and only in association with your eligibility for another announcement for which the Management Test Battery is used. Please note that, should you re-test, your re-test score would become your official score since it is the most recent. 

Eligible List/Score Report: 
A confidential eligible list of applicant names that have passed the civil service examination process will be created and used for certification purposes only. The duration of the eligible list resulting from this examination process will be of six (6) months and may be extended with the approval of the Human Resources Program Director. 

Certification: The certification rule for the eligible list resulting from this examination will be Rule of the List. Additional selection processes may be conducted by the hiring department prior to making final hiring decisions.

Personal Protective Equipment (PPE): Some positions in the Department of Public Health will require the use of personal protective equipment (PPE), including but not limited to gloves, gowns, eye and face protection, and face-fitting respirators. The requirement for the use of PPE may come on short or no notice. Facial hair or any condition that interferes with a face-fitting respirator’s seal (i.e. comes between the sealing surfaces of the respirator and the wearer’s bare skin) is not permitted when face-fitting respirators are worn, including during initial or periodic respirator fit-testing.
