Job Description

Under general supervision, performs skilled work in the placing and finishing of concrete on public or private property. Essential functions of this job include: laying out work for new construction or repair; breaking out damaged concrete and loading it into a dump truck; preparing job sites by setting up safety tripods and scaffolding; using various tools and equipment to perform concrete work; setting screeds and forms for concrete work; operating a transit/laser level; pouring and finishing concrete; mixing and applying toppings, colors, grits, epoxy overlays and waterproofing compounds; ensuring that completed work is
covered and barricaded with A-frame and toe boards; ensuring tools and jobsites are clean; writing reports and keeping records; using a two-way radio, cell phone, and pager; and operating a motor vehicle to travel and transport materials to job sites; and performing related duties as required.

The nature of the work may require exposure to inclement weather conditions and may require exposure to hazardous materials and/or conditions. This position requires the physical strength and agility to climb ladders; crawl on hands and knees; lift objects that weigh up to ninety (90) pounds and carry them for distances up to fifty (50) feet; lift, drag and/or move with assistance large and/or heavy equipment to truck bed level; bend the knees, waist and back; stoop or squat; ability to kneel, bend and squat for considerable periods of time; remain in uncomfortable positions for extended periods of time.

Qualifications

MINIMUM QUALIFICATIONS:

Education:

Certificate of completion of Apprenticeship under the authority of the California Division of Apprenticeship Standards including; completion of the City’s apprenticeship program in class 7398 Apprentice Cement Mason I or in class 7399 Apprentice Cement Mason II OR

Completion of a Division of Apprenticeship Standards or Department of Labor recognized apprenticeship program, as evidenced by issuance of a Certificate of Completion of Apprenticeship under the appropriate authority; AND

Experience:

4,160 hours of verifiable work experience as a journey level cement mason; OR

At least 10,400 hours of verifiable journey-level cement masonry work experience.

License and Certification:

Possession of a valid Class C California driver’s license.

Substitution:

Completion of the CA Division of Apprenticeship Standards recognized apprenticeship program with the City and County of San Francisco as evidenced by issuance of a Certificate of Completion of the City’s apprenticeship program under the appropriate authority will substitute for the 4,160 hours journey level cement mason experience.

Selection Procedures:

After application submission, candidates deemed qualified must complete all subsequent steps to advance in this selection process, which includes the following:

Minimum Qualification Supplemental Questionnaire (MQSQ):
Candidates will be required to complete a MQSQ as part of the employment application. This MQSQ is designed to obtain specific information regarding an applicant's experience in relation to the Minimum Qualifications (MQ) for this position. The MQSQ will be used to evaluate if the applicant possesses the required minimum qualifications.

Exam Components:

Written Examination (Weight 50%):

Candidates who meet the minimum qualifications will be tested to measure their relative knowledge, skills and abilities which may include but not be limited to: knowledge of tools, materials and equipment, technical knowledge of methods and procedures, knowledge of safety procedures, ability to perform mathematical computation, human relations ability. This is a standardized examination and, therefore, test questions and test answers are not available for public inspection or review.

Performance Examination (Weight 50%):

Applicants who pass the written examination will be tested to determine their relative knowledge, skill, and ability levels in job related areas which may include, but are not limited to: Knowledge of tools, materials and equipment, technical knowledge of methods and procedures, Knowledge of safety procedures, ability to perform mathematical computation, physical strength and agility

Note: Applicants who meet the minimum qualifications are not guaranteed to advance through all of the steps in the selection process. Candidates must achieve a passing score in all phases of the selection procedures above.

DRUG TESTING REQUIREMENT:
Applicants for positions in this classification who are not currently employed by the City and County of San Francisco in a safety-sensitive position represented by Plasterers and Cement Mason, Local 300, are required to pass pre-employment drug and alcohol testing. All employees in this classification may also be subject to drug and alcohol testing upon reasonable suspicion or after a work-related accident. Applicants with a positive result from a pre-employment drug test will be restricted from hire in safety-sensitive positions for six months after the date of the positive test.

CERTIFICATION RULE:
The certification rule for the eligible list resulting from this examination will be Rule of Three Scores. The hiring department may administer additional selection procedures to make final hiring decisions.

Eligible List/Score Report:

A confidential eligible list of applicant names that have passed the civil service examination process will be created, and used for certification purposes only. An examination score report will be established, so applicants can view the ranks, final scores and number of eligible candidates. Applicant information, including names of applicants on the eligible list, shall not be made public unless required by law. However, an eligible list shall be made available for public inspection, upon request, once the eligible list is exhausted or expired and referrals resolved. The eligible list/score report resulting from this civil service examination process is subject to change after adoption (e.g., as a result of appeals), as directed by the Human Resources Director or the Civil Service Commission.

The duration of the eligible list resulting from this examination process will be of 12 months, and may be extended with the approval of the Human Resources Director.
