Job Description

The eligible list from this recruitment will be used to fill positions in the Collection System Division and the Urban Watershed Planning Division within the SFPUC Wastewater Enterprise.

The San Francisco Public Utilities Commission Wastewater Enterprise operates and maintains San Francisco's combined sewer system to protect public health and the environment. These services extend across eight urban watersheds, over 1,900 miles of pipe, over 300 green infrastructure assets, and benefit every resident and visitor of San Francisco.

The Urban Watershed Planning Division is tasked with the implementation of San Francisco’s Stormwater Management Ordinance (SMO), which requires all projects that create or replace 5,000 square feet or more of impervious surface to manage a portion of their stormwater runoff on-site using green infrastructure. Each project subject to the SMO must progress through a three stage inspection and enforcement process.

Under general supervision, the 6115 is responsible for the inspection of wastewater facilities, stormwater facilities, and commercial and industrial wastewater dischargers to determine compliance with established standards and regulations. The essential duties of this position include, but are not limited to the following:

  • Inspects commercial and industrial wastewater and/or stormwater dischargers to determine compliance with local, state and federal pretreatment standards, and to establish billing conditions. 
  • Investigates and responds to reports of illegal discharges of toxic substances into sewers; monitors remedial action where violations are found.    
  • Determines locations from which wastewater and/or stormwater field samples will be taken; plans and coordinates program of sampling conducted by subordinate technicians.    
  • May lead subordinate staff involved in routine wastewater and/or stormwater sampling and inspections to ensure proper and safe sampling and inspection techniques and operation of equipment.   
  • Reviews and analyzes effluent test results of industrial waste dischargers.  
  • Investigates and samples groundwater and contamination of soil.    
  • Prepares reports, correspondence, memoranda and field maps relating to inspection activity on a regular basis.           
  • Under direction, execute enforcement actions as related to compliance issues.       
  • Under general supervision conducts field work related to stormwater monitoring and testing        
  • Conducts QA/QC field work and prepares reports and summaries as required

The 6115 Green Infrastructure Inspector in the Urban Watershed Planning Division will be responsible for all construction, post-construction, tri-ennial, and enforcement generated inspections of parcel-based and redevelopment right-of-way green infrastructure City-wide. Essential duties include but are not limited to the duties listed above as well as:

  • Scheduling and performing inspections in conjunction with the Stormwater Management Requirements project review process to ensure compliance with the Stormwater Control Plans (SCPs), specifications, and all applicable codes.
  • Responsible for management of the annual self-certification process; the Stormwater Management Ordinance enforcement processes; the reporting requirements per the MS4 NPDES Permit;
  • Stewardship of a design feedback loop that will communicate lessons learned in green infrastructure design and construction to designers, developers, and project reviews to ensure continuous improvement in design standards and project review processes, and coordination with WWE’s Collection System Division and other SFPUC and City agencies/departments with roles that are relevant to the green infrastructure inspection process.
  • Responsible for annual updates and process improvements to all green infrastructure inspection materials, programs, and processes.
  • Offer technical assistance in the form of workshops or individual site visits to projects subject to the Stormwater Management Ordinance.
  • Support the Green Infrastructure Grant Program and the Stormwater Charge Credit Program.

These positions may also perform additional duties as assigned.

Nature of work: Working conditions include exposure to inclement weather conditions and may include exposure to caustic/toxic chemicals. Incumbents may be required to lift and carry objects weighing up to 80 pounds for a distance of up to 200 feet; may be required to climb stairs and/or ladders and/or wear a respirator. Incumbents may be required to work overtime, nights, or weekends.

Qualifications

Education: Possession of a baccalaureate degree from an accredited college or university.

Experience: One (1) year of experience performing duties comparable to a sanitary engineer or water quality technician in a wastewater treatment facility, laboratory services, or in the fields of storm water and pollution prevention.

License and Certification:

  • Possession of a California Water Environment Association Environment Compliance Inspector Certification, Grade I or higher (must be obtained within one year of hire).
  • Possession of a valid California driver license.

Substitution: Additional qualifying experience as described above may substitute for the required education on a year-for-year basis (up to the maximum of two (2) years). Thirty (30) semester units or forty-five (45) quarter units equals one (1) year.

One year of full-time employment is equivalent to 2000 hours. (2000 hours of qualifying work experience is based on a 40-hour work week.) Any overtime hours that you work above forty (40) hours per week are not included in the calculation to determine full-time employment.

  • Stormwater and/or Green Infrastructure field work experience

The purpose of the Supplemental Questionnaire Examination is to evaluate the experience, knowledge, skills and abilities that candidates possess in job-related areas, which have been identified as critical for this position and include, but are not limited to:

  • Ability to read and interpret gauges, meters, recording instrumentation, maps and engineering drawings
  • Ability to apply basic hydraulic and environmental engineering concepts
  • Ability to lead a group of subordinate staff          
  • Ability to communicate effectively with representatives of industrial, commercial, and institutional accounts, various agencies and the public
  • Ability to safely operate a motor vehicle

A passing score must be achieved on the Supplemental Questionnaire Examination in order to continue in the selection process and be placed on the eligible list.

Candidates will be placed on the eligible list in rank order according to their final score. Candidate scores on this examination may also be applied to other announcements involving other job titles, when directed by the Human Resources Director.

The department may administer additional position-specific selection procedures to make final hiring decisions.

Eligible List/Score Report: A confidential eligible list of applicant names that have passed the civil service examination process will be created, and used for certification purposes only.
