Job Description

Under supervision, the 7353 Water Meter Repairer performs skilled duties in overhauling, repairing, testing and calibrating water meters and automated Meter Transmission Units (MTU), in both shop and field operations, using existing methods and procedures. This position requires the responsibility for making routine contacts with the general public, consumers, tenants and property owners; preparing routine records and reports indicating time and work accomplished in repairing and processing meters.

The essential functions include, but are not limited to: 

  1. Overhauls and repairs various types, makes and sizes of water meters, repairs reading registers, coverts gear train assemblies;
  2. Assembles and lubricates meters; installs register box assembly; tests and calibrates meters; repairs large diameter compound water meters;
  3. Shuts off inlet and outlet gate valve, removes meter cover;
  4. Cleans and replaces measuring chambers and assemblies; uses manometer for checking and measuring processes;
  5. Removes drop valves to clean meter housing;
  6. Cleans, adjusts or replaces turbine;
  7. Reassembles meter and replaces other broken or defective parts; checks repaired meter for correct operation;
  8. Replaces cement and steel meter covers, changes water meter registers;
  9. Utilizes field hand-held devices to program Meter Transmission Units;
  10. Repacks water meter spindles, stops leaks and performs other maintenance and repairs tasks;
  11. Prepares routine and critical reports utilizing various computer software programs;
  12. Assembles four to eight inch fire service detector checks, using meter couplings, pipe nipples, fittings, stopcocks and check valves; and 
  13. Performs other related duties as assigned.

Work Location: 1990 Newcomb Avenue and various worksites in San Francisco.

Nature of work: This position requires sustained physical effort and manual dexterity involving bending, reaching, kneeling, climbing, and lifting up to 65 pounds of equipment; with continuous exposure to minor accident hazards and some disagreeable elements. 

Qualifications

Minimum Qualifications:
Education
: Completion of high school, GED or California High School Proficiency Certificate; AND

Experience: Two (2) years of experience as a Meter Repair Helper and/or Meter Reader;

OR an equivalent combination of training and experience.

Special Condition: Possession of a valid California Class C driver’s license.

Note: One year of full-time employment is equivalent to 2000 hours. (2000 hours of qualifying work experience is based on a 40-hour work week.)

Selection Procedures:
After application submission, candidates deemed qualified must complete all subsequent steps to advance in this selection process, which includes the following:

1. Minimum Qualification Supplemental Questionnaire (MQSQ) (Weight: Qualifying): Candidates will be required to complete a Minimum Qualification Supplemental Questionnaire (MQSQ) as part of the employment application at a later time. This MQSQ is designed to obtain specific information regarding an applicant's education and experience in relation to the Minimum Qualifications for this position. The MQSQ will be used to evaluate if the applicant possesses the required minimum qualifications.

2. Supplemental Questionnaire Examination: (Weight ­100%) Candidates who meet the Minimum Qualifications will be emailed a Supplemental Questionnaire that is designed to measure the knowledge, skills, and abilities in job related areas which may include but are not limited to: Knowledge of the maintenance and operation of various types, makes and sizes of water meters; the equipment, tools, methods for repairing, testing and calibrating water meters; knowledge of safety practices and procedures; interpersonal skills, problem solving skills, and written communication skills. Candidates will be required to complete and submit the Supplemental Questionnaire in the time frame specified in order to be evaluated and rated by a panel of subject matter experts. 

All responses to the Supplemental Questionnaire are subject to verification and should be consistent with the information provided in your application. Failure to submit the Supplemental Questionnaire may result in the disqualification from the examination process. 

Note: A passing score must be achieved on the Supplemental Questionnaire Examination in order to continue in the selection process and be placed on the Eligible List/Score Report in rank order according to their final scores. 

What else should I know?

Eligible List/Score Report: A confidential eligible list of applicant names that have passed the civil service examination process will be created, and used for certification purposes only. An examination score report will be established, so applicants can view the ranks, final scores and number of eligible candidates. Applicant information, including names of applicants on the eligible list, shall not be made public unless required by law. However, an eligible list shall be made available for public inspection, upon request, once the eligible list is exhausted or expired and referrals resolved. The eligible list/score report resulting from this civil service examination process is subject to change after adoption (e.g., as a result of appeals), as directed by the Human Resources Director or the Civil Service Commission.

The duration of the eligible list resulting from this examination process will be of 12 months, and may be extended with the approval of the Human Resources Director.

Certification: The certification rule for the eligible list resulting from this examination will be Rule of Three (3) Scores. The hiring department may administer additional position-specific selection procedures prior to making final hiring decisions.
