Job Description

Under direction, the 1244 Senior Human Resources Analyst at the Employee and Labor Relations Division preforms advanced professional level duties in the areas of employee & labor relations. The 1244 Senior Human Resources Analyst may serve as lead to a team of Human Resources Analysts and support staff.

ESSENTIAL DUTIES AND FUNCTIONS

According to Civil Service Commission Rule 109, the duties specified below are representative of the range of duties assigned to this job class and are not intended to be an inclusive list; may include additional duties as assigned.

1.       Provide advice and consultation to managers on effectively handling performance and behavioral issues in line with the SFHSA mission and culture.

2.       Provide information to managers, supervisors, and employees regarding discipline and related human resources rules, policies and procedures.

3.       Conduct investigations on employee relations complaints, employee misconduct, whistleblower complaints, and complaints of discrimination, sexual harassment, and failure to accommodate, and make recommendations for resolution

4.       Conduct disciplinary hearings and write Skelly decisions.

5.       Identify, research, recommend, decide, and negotiate resolutions to issues pertaining to employee relations.

6.       Foster and maintain a collaborative and effective relationships with HSA stakeholders and demonstrate empathy in all interactions.

7.       Exercise independent judgment in developing an approach to completing assignments and leading responsibilities.

8.       Prepare professional and technical reports in the area of employee & labor relations.

9.       Administer provisions of the Employee Relations Ordinance and various labor contracts.  

10.   Respond to grievances and represent HSA during arbitrations.  

11.   Meet and confer with employee organizations.

12.   Participate as a member of a bargaining team during labor contract negotiations.  

13.   Participate in or play a part in alternative dispute resolution

14.   Prepare reports, correspondences, and memos.  

15.   Make presentations to boards and commissions.  

16.   Gather, compile, prepare, review and maintain important personnel information, data, reports, and records.

17.   Facilitate or conduct training on a variety of employee and labor relations matters.

Qualifications

1.       Education: Possession of a baccalaureate degree from an accredited college or university;

AND

2.       Experience: Three (3) years of verifiable professional human resources experience, similar to 1241 Human Resources Analyst, in one or more of the following areas of activity: recruitment and selection, classification and compensation, employee and/or labor relations, benefits administration and human resources operations.

Substitution:

Education Substitution - Additional qualifying work experience as a professional human resources analyst may be substituted for up to two years of the required education on a year-for-year basis (30 semester/ 45 quarter units equals one year).

Experience Substitution - Completion of a 12 month human resources trainee program equivalent to the City and County of San Francisco’s 1249 Human Resources Training Program may substitute for one (1) year of required professional experience.

Experience Substitution - Possession of a Juris Doctorate (J.D.) or Master’s degree in Personnel Administration, Human Resources Management, Business Administration, Public Administration or Clinical/School/Industrial-Organizational Psychology may substitute for one (1) year of the required professional experience.

Selection Procedures:

The selection process will include evaluation of applications in relation to minimum requirements and assessment of candidates’ job-related knowledge, skills and abilities in an oral interview, which may include a written or performance exercise.
