Job Description

Under general direction, this Strategic Manager will work on  program plan,  design and approach to set a vision using an equity lens. Will collaborate with senior executive leadership, CW HSP leadership, and external stakeholders to develop strategies and handle oversight to support HSP’s growth and development.  HSP is a Rapid Rehousing program that embraces a Housing First philosophy together with wrap around services and intensive case management services.  SF HSP also works with three providers performing housing search, housing stability, case management, as well as employment services for those not eligible for employment services in SF CalWORKs. HSP is part of the Coordinated Entry System and works collaboratively with HSH in prioritizing families needing services according to their vulnerability.  SF HSP has expanded its target population to include CalWORKs families at risk of homelessness in addition to those who are experiencing homelessness.  This means double the families served and more complex program design.

ESSENTIAL DUTIES AND FUNCTIONS

According to Civil Service Commission Rule 109, the duties specified below are representative of the range of duties assigned to this job class and are not intended to be an inclusive list; may include additional duties as assigned.

  1. Evaluate and guide the HSP’s plan, design and approach, collaborate and partner with external stakeholders;  coordinate with the HSA HSP staff under CW who perfoming direct client service delivery; monitors and evaluates the effectiveness of the program based on stated strategies and deliverables and develop recommendations as appropriate;  
  2. Leads risk management efforts by providing Executive leadership with a monthly written updates and reports of the program’s status and progess and facilitate and lead the HSP Executive meeting. Will also provide analysis of risks and risk mitigation options.
  3. Builds and streghthen relationships with internal and external partners; meets with appropriate staff to identify and resolve problems or conflicts; makes or recommends final decisions regarding policy, operations, personnel and administrative procedures. Requires creative problem solving skills and innovative thinker.
  4. Leads perfomance management strategies by analyzing key performance metrics and evaluation for effectiveess. Performs data analysis to project long-term goals and develops recommendations as appropriate.. 
  5. Coordinates budget preparation: develop, update and submit contract proposals and program funding requests; monitors expenditures and financial reporting; prepares reports, memoranda, and correspondence; and maintains statistical records.
  6. Directs the allocation of resources to achieve timely outcomes and measurable goals within budget; adjusts plans and programs to meet emerging or new programs, while continuing to address departmental priorities. .
  7. Establishes and maintains relationship with federal, state, and local agencies, city departments, community-based organizations, and other stakeholders.

Represents SFHSA SF HSP in community-based presentations and events.

Qualifications

1. Education: Bachelor’s Degree from an accredited college or university;

AND

2. Experience:  Four (4) years of professional level case management experience working in Human Services and/or Homelessness Resources program support operations and in income maintenance programs in a large Human Service, non-profit setting or equivalent.

Substituion of Education: Additional qualifying work experience as described above may be substituted for the required education on a year-by-year basis for up to two (2) years. One year of full-time experience is equivalent to 2000 hours.

Selection Procedures:

The selection process will include evaluation of applications in relation to minimum requirements and assessment of candidates’ job-related knowledge, skills and abilities in an oral interview, which may include a written or performance exercise.

Depending on the number of applicants, the Department may establish and implement additional screening mechanisms to comparatively evaluate qualifications of candidates. If this becomes necessary, only those applicants whose qualifications most closely meet the needs of the Department will be invited to continue in the selection process. Applicants meeting the minimum requirements are not guaranteed advancement in the selection process.
