The San Francisco Department of Public Health’s Behavioral Health Services (BHS) is accepting applications for one full time temporary exempt position in Class 1232 Training Officer for the BHS CalAIM Documentation Reform Training Initiative.

California Advancing and Innovating Medi-Cal (CalAIM) is a multi-year initiative involving broad delivery system, program, and payment reform across the Medi-Cal program. Documentation Reform involves simplifying and streamlining documentation requirements. The BHS CalAIM Documentation Reform Training Initiative involves efforts to design, develop, and facilitate documentation training programs for 1,800 clinicians (civil service and subcontracted providers). 

The applicant pool resulting from this recruitment may be used to fill future TEX vacancies in this class at other locations within DPH. 

    Job Description

    Under general supervision, the 1232 Training Officer will perform journey-level work in the development and presentation of training programs and facilitated events for City and County employees, supervisors, and managers. The training officer performs the following essential duties:

    • Works with BHS clinicians and other subject matters experts to design and develop training programs and materials;
    • Coordinates planning and scheduling activities of trainers and other support personnel and arranging facilities;
    • Evaluates the effectiveness of training programs;
    • Provides coaching and consulting to managers, supervisors, and employees on a variety of issues;
    • Proposes, promotes, and/or markets training programs;
    • Ensures the delivery of high-quality, cost-effective training; and
    • Researches and prepares written budget estimates, training charges, and/or justifications for the costs of specific training programs and assists management personnel on fiscal and program decisions;

    The 1232 performs other related duties as required/assigned. 

    Qualifications

    1. Education: Possession of a baccalaureate degree from an accredited college or university; AND

    2. Experience: Two (2) years of verifiable experience designing, organizing, and conducting employee training programs.

    SUBSTITUTION:
    1. Additional experience as described above may be substituted for the required education on a year-for-year basis. Thirty (30) semester units/forty-five (45) quarter units equal one year of experience.
    2. Possession of a Master of Arts degree may be substituted for one year of the required experience.
    3. Verifiable experience in teaching adults and developing lesson plans may be substituted for the required experience on a year-for-year basis.

    Position requires the following physical skills and work environment: ability to stand for a prolonged period of time, drive to various training sites, use various computer software and equipment, and lift and move up to 25 pounds.

    One year of full-time employment is equivalent to 2,000 hours (2,000 hours of qualifying work experience is based on a 40 hour work week). Any overtime hours that you work above 40 hours per week are not included in the calculation to determine full-time employment.

Facial hair or any condition that interferes with a face-fitting respirator’s seal (i.e. comes between the sealing surfaces of the respirator and the wearer’s bare skin) is not permitted when face-fitting respirators are worn, including during initial or periodic respirator fit-testing.
