This position provides strategic leadership and enterprise-wide oversight of ICT as a critical business enabler, ensuring information technology initiatives drive digital health impact, organisational agility, operational efficiency, and data-driven decision-making aligned with Amref Health Africa's mission.

The role oversees enterprise and network architecture, digital transformation, cloud and data platforms, cybersecurity, ICT service management, and business systems, while embedding modern delivery models, innovation, and continuous improvement across the organisation.

In addition, this function will lead the organisation’s agility and digital maturity agenda, enabling scalable, secure, and cost-effective ICT solutions that support Amref Health Africa’s multi-country operations, partnerships and programmes.

Primary Responsibilities

Strategic Leadership & ICT Governance

• Provide strategic leadership for all ICT functions, building organisational ICT capacity and fostering a culture of innovation, agility, and continuous improvement across all Amref Health Africa offices.
• Lead the development, implementation, and regular review of the organisation’s ICT strategy, ensuring alignment with Amref’s overall mission, vision, and business objectives.
• Advise executive leadership on digital transformation, emerging technologies (including data, AI, and automation), and prioritization of ICT investments to support long-term sustainability, scalability, and impact.
• Work with user functions to define current and future ICT requirements and support the development of solutions and implementation of function/ business specific needs, while ensuring operational efficiency.

ICT Policy, Standards & Compliance

• Develop, implement, and maintain robust ICT policies, standards, and procedures to maximise effectiveness, ensure compliance, and minimise costs related to the acquisition, deployment, and operation of IT systems.
• Ensure full compliance with international data privacy and protection regulations (e.g., GDPR), and strengthen the organisation’s data privacy and protection posture through robust policies, systems, and monitoring.
• Oversee the development and enforcement of policies and procedures to safeguard the organisation’s IT assets and ensure the integrity, security, and privacy of information.

Digital Transformation, Data & Innovation

• Drive enterprise digital and AI‑enabled transformation initiatives to enhance customer experience, operational efficiency, and sustainable growth
• Lead automation, data, advanced analytics, and AI initiatives, including platform modernization and intelligent process optimization
• Champion adoption of AI, machine learning, and emerging technologies where they deliver measurable business value

Operational Excellence & Service Delivery

• Oversee the design, implementation, and maintenance of enterprise and network architecture, ICT service management, business systems, and ERP solutions.
• Ensure the reliability, scalability, and security of ICT infrastructure and services, supporting business continuity and disaster recovery planning.
• Monitor and evaluate the performance of ICT systems and services, identifying opportunities for improvement and ensuring high levels of user satisfaction.
• Provide strategic oversight of enterprise data platforms, analytics, and digital health systems to enable evidence-based decision-making, reporting, and learning.

Financial Management & Resource Optimisation

• Develop, prioritize, manage, and monitor the annual ICT operating and capital budgets, ensuring alignment with corporate strategy and optimal resource allocation.
• Drive cost optimisation and value-for-money initiatives through vendor management, contract optimisation, cloud cost governance, and demand management.
• Ensure transparent tracking and reporting of ICT investment benefits and return on investment (ROI).

Capacity Building & Stakeholder Engagement

• Lead, mentor, and develop a high-performing ICT team, fostering a collaborative and innovative culture.
• Promote knowledge management and capacity building at all organisational levels, including the delivery of training programmes to enhance digital literacy and ICT adoption.
• Provide expert ICT support and guidance to country programmes, Amref Enterprises, and ENA offices.

Cybersecurity and Risk Management

• Ensure robust cybersecurity, data privacy, and compliance controls
• Manage risk assessments, audits, and regulatory requirements
• Establish and maintain business continuity and resilience strategies

Continuous Improvement & Reporting

• Review the status of system applications and infrastructure across the organisation, preparing recommendations for improvements and upgrades.
• Prepare and present regular reports to executive management on ICT performance, risks, opportunities, and strategic initiatives.

Academic Qualifications

• Master’s or Advanced degree in Computer Science, Business Administration, ICT, or a related field is preferred.
• Proficiency in French will be an added advantage.

Professional Qualifications/ Memberships

• Relevant professional qualification as applicable (ITIL, CCNA MCSA, MCSD, TOGAF)
• Member of a relevant professional body.

Experience

• Over twelve (12) years’ relevant experience with over eight (8) years in management, two (2) of which should be at senior management level in a similar organisation.
• In lieu of a Masters, over fifteen (15) years’ relevant experience with over ten (10) years in management, five (5) of which should be at senior management level in a similar organisation.

Knowledge, Skills and Competencies

• Strong background in AI with a talent for demystifying complex topics, providing personalized guidance, and cultivating collaborative innovation communities. Hands-on experience deploying AI responsibly and effectively across organizations, supporting both cultural adoption and operational impact.
• Proven experience in building dynamic capabilities through digital transformation, leveraging Artificial Intelligence/Machine Learning, analytics, open innovation technologies, and product strategy to enable continuous innovation and adaptability.
• Deep knowledge of modern IT systems, network, cloud platforms and cybersecurity best practices. 
• Sustainability & resource stewardship embedding cost efficiency, risk management and sustainability principles
• Ability to collaborate effectively with executives, technical teams and cross functional stakeholders
• Promotes ethics, governance and accountability
• Champions equity, diversity and inclusion
