Job Description

We are seeking a Delivery Head to lead and scale our Workforce & Recruitment Solutions Delivery Center in Manila, supporting global operations across North America, EMEA, and APAC.

This role will play a critical leadership role in driving delivery excellence, operational transformation, and scalable growth across enterprise workforce solutions programs. The Delivery Head will be responsible for optimizing performance, strengthening client partnerships, and evolving delivery capabilities across a 300+-member organization.

Reporting to the Global Delivery Center Director, this leader will act as a strategic partner to global stakeholders while ensuring operational rigor, innovation, and consistent service excellence aligned with Allegis Global Solutions’ standards

Responsibilities, Impact & Contribution:

  • Lead end-to-end recruitment and workforce management delivery operations for global clients across North America, EMEA, and APAC. Drive delivery performance against SLAs, KPIs, quality, and hiring targets while embedding operational excellence, process standardization, and strong governance across accounts. Lead transformation initiatives that improve scalability, service quality, and business outcomes, including the adoption of technology, automation, and AI-enabled recruitment solutions. Anticipate and manage delivery risks, escalations, and business continuity requirements with pace and sound judgment.
  • Act as a trusted advisor to global partners, influencing workforce strategy, strengthening long-term partnerships, and improving customer satisfaction and retention. Partner closely with global business leaders, client stakeholders, HR leaders, product teams, and technology teams to enhance delivery capabilities and align strategic priorities. Provide executive-level insights on delivery performance, risks, and opportunities for continuous improvement and innovation.
  • Lead, mentor, and develop a large team of delivery leaders, people managers, and workforce solutions professionals. Build high-performing teams and a culture of accountability, collaboration, customer centricity, innovation, and continuous improvement. Drive engagement, capability building, succession planning, and retention while strengthening leadership depth across the organization.
  • Lead Continuous Improvement, AI, automation and transformation initiatives across delivery to improve productivity, utilization, quality, and efficiency. Establish a strong governance cadence through reviews, dashboards, and performance metrics, and use data to identify improvement opportunities and support decision-making. Ensure adherence to compliance requirements, process controls, and organizational policies while embedding scalable, future-ready ways of working.
  • Lead workforce planning and capacity strategies that support operational scalability and sustainable growth. Drive margin improvement and cost control through disciplined resource management, productivity optimization, and delivery model enhancements. Partner with leadership on strategic priorities and transformation programs that strengthen business performance and expand delivery capability.

Qualifications

Required Skills & Experience

  • Bachelor’s degree with 10–15 years of experience in recruitment operations, RPO, staffing, or talent acquisition delivery.
  • Significant experience leading large-scale, global delivery teams within workforce or recruitment solutions environments.
  • Strong experience supporting North America, EMEA, and APAC hiring markets.
  • Proven success managing SLAs, KPIs, governance, operational performance, and client-facing stakeholder relationships.
  • Demonstrated ability to lead transformation, continuous improvement, and scalable delivery change initiatives.
  • Experience driving adoption of technology, automation, and AI-enabled solutions to improve recruitment delivery outcomes.
  • Strong people leadership, executive communication, and the ability to influence in a complex, matrixed global environment.
  • Must be amenable to a hybrid work setup based in the Ortigas, Pasig area.

Preferred Background

  • Experience in an RPO, staffing, or global capability center environment.
  • Exposure to enterprise or global clients across multiple industries.
  • Experience leading offshore or shared services recruitment delivery hubs.
