AECOM is seeking experienced Project Managers - Transmission Line, HVDC & Substation to lead Program Management Consultancy (PMC) services for large-scale transmission infrastructure packages associated with the Khavda Hybrid Renewable Energy Program.
The successful candidate will provide overall leadership, governance, coordination and delivery oversight of Transmission Line, HVAC Substation and HVDC Terminal Station packages, ensuring safe, timely and compliant execution in accordance with contractual, technical, quality, environmental and commercial requirements.
The role requires extensive experience in Extra High Voltage (EHV) transmission systems, multidisciplinary project management, stakeholder coordination and successful delivery of large infrastructure projects from design through energization and handover.
Key Responsibilities
Project Leadership & Governance
- Serve as the primary interface between the Client, Consultant, EPC Contractors, OEMs and external stakeholders.
- Establish project governance, communication protocols, reporting structures and responsibility matrices.
- Lead mobilization and management of PMC resources across transmission line corridors, substations and HVDC terminal facilities.
- Drive implementation of project execution strategies, monitoring systems and controls to achieve approved project objectives.
- Ensure effective coordination across engineering, procurement, construction, commissioning and handover activities.
Project Controls & Performance Management
- Review contractor baseline schedules, resource deployment plans, procurement schedules and commissioning programs.
- Monitor progress against contractual milestones and project KPIs.
- Identify delays, constraints and performance gaps and develop recovery and acceleration recommendations.
- Review and analyze project dashboards, look-ahead plans and progress forecasts.
- Oversee implementation of project controls, risk management and performance reporting systems.
Technical Oversight
- Review critical engineering deliverables, design submissions and technical proposals.
- Coordinate interfaces involving transmission lines, substations, HVDC systems, civil works, protection systems, SCADA, telecommunications and associated infrastructure.
- Provide technical guidance on constructability, commissioning readiness, energization planning and operational requirements.
- Ensure compliance with applicable technical standards, specifications and regulatory requirements.
Contract & Commercial Management
- Review contractor claims, variations, change orders and extension of time submissions.
- Support assessment of contractual obligations, commercial exposures and risk mitigation strategies.
- Review payment recommendations and milestone achievement certifications.
- Ensure project records, correspondence and management decisions are properly documented.
Quality, HSE & Risk Management
- Ensure implementation of approved Quality Management Systems and Inspection & Test Plans.
- Monitor HSE performance and compliance with project, statutory and client requirements.
- Lead periodic quality, safety, construction and risk review meetings.
- Maintain project risk registers, action trackers and mitigation plans.
- Ensure timely closure of NCRs, punch points and corrective action items.
Stakeholder & Interface Management
- Manage coordination with landowners, utilities, statutory authorities, transmission agencies and project stakeholders.
- Facilitate timely resolution of ROW, access, crossing, outage, land acquisition and interface constraints.
- Support effective communication between multidisciplinary project teams and external agencies.
- Provide regular executive-level updates and strategic recommendations to the Client.
Completion & Handover
- Lead construction completion reviews, pre-commissioning assessments and energization readiness reviews.
- Oversee project handover and close-out activities.
- Ensure completion dossiers, test reports, as-built drawings and project documentation are submitted and accepted.
- Support transition from construction to operational readiness in accordance with client requirements.
Qualifications
Education
- Bachelor's Degree in Electrical Engineering, Civil Engineering, Mechanical Engineering, or a related discipline from a recognized institution.
Experience
- Minimum 15 years of professional experience in transmission and substation infrastructure projects.
- Proven experience delivering EHV transmission line and substation projects.
- Demonstrated leadership of at least one major 400 kV or 765 kV transmission or substation project.
- Experience in large-scale utility, renewable energy or power transmission programs.
- Experience in multidisciplinary project management and stakeholder coordination.
Additional Information
- Experience with HVDC converter stations and transmission systems.
- Experience in GIS substations, power transformers, shunt reactors and protection systems.
- Knowledge of SCADA, telecommunications and grid integration systems.
- Experience working as PMC, Owner's Engineer, Engineer's Representative or EPC Project Manager.
- PMP, PMI, PRINCE2 or equivalent project management certification.
- Familiarity with Primavera P6, MS Project and project reporting tools
