Job Summary

AECOM is seeking an experienced Wind Lead to provide programme-level governance, technical oversight, and strategic guidance for the Wind package within a large-scale renewable energy programme. The role is responsible for overseeing wind turbine generator (WTG), Balance of Plant (BoP), underground shared services (USS), grid integration, logistics, erection, commissioning, and handover readiness activities.

Acting as the PMO governance lead, the Wind Lead translates package performance data, site findings, technical risks, and delivery challenges into actionable recommendations that support programme leadership and client decision-making.

Key Responsibilities

Programme Governance & Delivery Oversight

  • Provide programme-level governance and performance oversight for all Wind package activities.
  • Monitor package performance, milestone achievement, schedule forecasts, and delivery risks.
  • Review and challenge contractor execution strategies, recovery plans, and risk mitigation measures.
  • Ensure package delivery remains aligned with programme objectives, contractual requirements, and client expectations.
  • Support executive decision-making through objective analysis and governance reporting.

Technical Leadership & Assurance

  • Provide technical governance for WTG installation, BoP infrastructure, civil works, mechanical and electrical erection activities, logistics operations, and USS interfaces.
  • Review critical technical matters impacting turbine readiness, project milestones, and operational performance.
  • Evaluate engineering, construction, and commissioning issues escalated by site delivery teams.
  • Ensure technical recommendations are aligned with project objectives and best industry practices.

Interface & Integration Management

  • Oversee critical interfaces between wind generation assets, grid connection infrastructure, substations, SCADA systems, control systems, USS facilities, and common infrastructure packages.
  • Coordinate with solar, BESS, transmission, and programme controls teams to ensure integrated project delivery.
  • Resolve or escalate cross-package constraints that could affect access, energization, commissioning, or operational readiness.
  • Monitor interface risks and support implementation of mitigation actions.

Risk, Quality & HSE Governance

  • Review and assess package-level risks impacting schedule, quality, safety, and commissioning activities.
  • Evaluate HSE performance and support implementation of corrective and preventive measures.
  • Review quality performance and ensure critical issues are appropriately managed and escalated.
  • Support programme risk reviews and executive governance forums.

Commissioning & Operational Readiness

  • Review commissioning plans, testing strategies, and turbine readiness assessments.
  • Provide governance oversight for energization, commissioning, performance testing, and HOTO activities.
  • Assess milestone readiness and recommend actions required to achieve programme objectives.
  • Support operational readiness evaluations and handover planning.

Stakeholder & Client Management

  • Act as the primary PMO governance focal point for Wind package delivery.
  • Interface with EPC contractors, OEMs, consultants, client representatives, and programme leadership teams.
  • Present package performance, risks, opportunities, and recommendations to executive stakeholders.
  • Facilitate decision-making through concise reporting and structured governance processes.

Qualifications

Education

  • Bachelor's Degree in Mechanical Engineering, Electrical Engineering, Civil Engineering, Renewable Energy Engineering, or a related discipline from a recognized institution.
  • Master's Degree is advantageous.

Experience

  • Minimum 15 years of relevant experience in wind energy, power generation, renewable energy, or large-scale infrastructure projects.
  • Demonstrated experience delivering utility-scale wind projects through engineering, construction, commissioning, and handover phases.
  • Experience in programme management, project governance, owner's engineer, PMC, or EPC environments.
  • Proven track record managing complex stakeholder interfaces and multidisciplinary project teams.

Additional Information

  • Strong understanding of Wind Turbine Generators (WTG), Balance of Plant (BoP), electrical systems, substations, SCADA systems, grid integration, and commissioning processes.
  • Knowledge of wind farm logistics, erection methodologies, performance testing, and operational readiness requirements.
  • Familiarity with project controls, risk management, contract administration, and programme governance frameworks.
  • Ability to evaluate technical issues and provide strategic recommendations
