Job Description
Position Overview
The Project In-charge posted at each of the airport site location, shall serve as the Team Leader/ Project Director and shall be the Single Point of Contact (SPOC) for the employer, providing overall leadership, direction, coordination and governance for the Project Management Consultancy (PMC) services on behalf of AECOM. The position shall be responsible for the successful planning, execution, monitoring, control, testing, commissioning and handover of the airport development project, including Terminal Building, Airside Infrastructure, Landside Connectivity, Utilities, Ancillary Facilities and Support Infrastructure.
The Project In-Charge shall lead a multidisciplinary PMC team and act as the primary interface between the Employer, Contractors, Design Consultants, Regulatory Authorities, Stakeholders and PMC team to ensure timely, safe, cost-effective and quality delivery of the project in accordance with approved scope, budget, programme, contractual obligations and applicable aviation standards.
The Project In-Charge shall establish and implement an effective governance framework, communication matrix, decision-making protocols, risk management processes and performance monitoring systems to facilitate proactive project delivery and informed stakeholder engagement.
Key Responsibilities
A. Overall Project Leadership
Provide overall leadership and strategic direction for PMC services.
Act as the single point accountability for project delivery and PMC performance.
Lead, manage and coordinate all PMC personnel, disciplines and specialist teams.
Ensure alignment of project objectives with Employer requirements and approved business objectives.
Establish project governance framework, delegation matrix and decision-making protocols.
B. Client & Stakeholder Management
Act as the primary interface and representative of the PMC before the Employer.
Maintain close coordination with Contractors, Design Consultants, Authorities, Utility Agencies and other stakeholders.
Lead project review meetings, steering committee meetings and stakeholder consultations.
Facilitate timely decisions, approvals and resolution of project issues.
Establish and implement stakeholder engagement and communication management plans.
C. Project Planning & Delivery
Oversee preparation and implementation of integrated project execution plans.
Direct and monitor project schedules, milestones and work programmes.
Ensure delivery of all project components including Terminal Buildings, Runways, Taxiways and Aprons, Airfield Ground Lighting and Airside Systems, Utilities and Infrastructure Networks, Landside Access Roads and Connectivity, Car Parks and Surface Transport Facilities, Support Buildings and Ancillary Facilities, Testing, Commissioning and Operational Readiness Activities
Ensure completion of project works within approved timelines.
D. Programme & Project Controls
Establish robust project controls and monitoring mechanisms.
Oversee schedule management, progress measurement and recovery planning.
Review critical path activities and project performance indicators.
Ensure preparation of dashboards, executive reports and performance updates.
Monitor productivity, resource deployment and contractor performance.
E. Cost & Commercial Management
Monitor overall project budget and forecast expenditure.
Review cost performance, variations, change orders and claims.
Ensure financial discipline and adherence to approved budgets.
Recommend corrective measures to avoid cost overruns.
Support Employer in commercial decision-making and dispute avoidance.
F. Design & Interface Management
Oversee coordination between designers, contractors and stakeholders.
Ensure timely review, approval and implementation of design deliverables.
Manage multidisciplinary interfaces and integration of all project components.
Ensure constructability, operability and maintainability considerations are addressed.
G. Quality Assurance & Quality Control
Establish project-wide QA/QC framework and quality systems.
Monitor implementation of inspection and testing programmes.
Conduct management reviews, audits and quality assessments.
Ensure compliance with project specifications, standards and contract requirements.
Drive continuous improvement and quality excellence.
H. Safety, Health & Environment
Provide leadership for project safety culture and compliance.
Ensure implementation of HSE management systems and safety programmes.
Monitor contractor safety performance and regulatory compliance.
Lead investigations of significant incidents and implementation of corrective actions.
Promote a zero-harm environment across the project.
I. Risk Management
Establish project risk management framework.
Identify strategic, technical, commercial, interface, approval and construction risks.
Maintain project risk registers and mitigation plans.
Escalate critical risks to the Employer in a timely manner.
Recommend mitigation and recovery strategies to protect project objectives.
J. Governance & Reporting
Develop project governance structure and reporting protocols.
Establish communication matrix and escalation mechanisms.
Ensure timely reporting on schedule, cost, quality, safety and risk.
Present project status, key issues and recommendations to senior management and the Employer.
Maintain complete project records and documentation.
K. Testing, Commissioning & Handover
Oversee testing, commissioning and operational readiness activities.
Ensure timely closure of punch lists and deficiencies.
Coordinate handover of facilities to operations teams.
Ensure completion of as-built documentation, O&M manuals and close-out requirements.
Key Competencies
PMP, PRINCE2 or equivalent Project Management Certification preferred.
Proven leadership in managing large, multidisciplinary teams across complex brownfield airport and infrastructure projects.
Strong expertise in airport project delivery, operational readiness, testing, commissioning, and handover.
Comprehensive understanding of airport development, operational interfaces, statutory approvals, and regulatory requirements, particularly within brownfield operational airport environments.
Proficiency in advanced project management and digital delivery platforms, including Primavera, MS Project, BIM, digital dashboards, and project analytics tools.
Excellent communication, presentation, negotiation, and stakeholder engagement skills.
Strong analytical, problem-solving, risk management, and decision-making capabilities.
Expertise in executive reporting, digital innovation, data-driven decision-making, advanced risk assessment, scenario analysis, and development of alternative mitigation and recovery strategies.
Strong governance, leadership, and decision facilitation skills, with the ability to establish effective communication, escalation, and accountability frameworks.
Demonstrated ability to build collaborative relationships and effectively manage clients, contractors, consultants, regulatory agencies, and diverse stakeholder groups.
Ability to perform effectively under demanding schedules, manage competing priorities, drive timely decisions, and successfully deliver project objectives within challenging programme, budget, quality, safety, and operational constraints.
Qualifications
Bachelor’s degree in Civil Engineering or Construction Management or related discipline.
Master’s degree in project management or construction management or infrastructure management is preferred.
Overall 20-25 years of professional experience in planning, design, project management, construction management or successful delivery of large-scale infrastructure projects.
Minimum 15 years of professional experience in aviation sector leading projects involving construction/ modification/ renovation/ expansion of passenger terminal building, airside infrastructure, utilities, support facilities, and associated developments.
Experience as Project Director / Project Head / Team Leader in at least two airport development projects of significant scale involving multidisciplinary stakeholder management.
Demonstrated experience in managing contractors, design consultants and multidiscipline engineering teams.
Sound knowledge of airport development processes, contract administration, project controls, regulatory approvals, airport operations and aviation standards.
