At AECOM, we are currently recruiting for a Programme Director to join our Dublin office.

The Programme Director is responsible for delivering a portfolio of projects within the Terminals and Campus Programme, forming part of the Contracting Entity’s Infrastructure Department. This programme is both high-profile and strategically critical, supporting capacity and capability growth while meeting obligations to the Regulator, customers, and passengers. The role requires a high-calibre individual who acts as an ambassador for the programme, fostering strong relationships, driving performance, and maintaining team morale, as well as engagement with external stakeholders.

The Programme Director will lead the end-to-end delivery of the programme, providing clear direction and leadership within a fast-paced, collaborative environment. They will be accountable for achieving forecast outcomes and ensuring optimal performance across all programme elements.

Programme Requirements, Standards & Performance

  • Lead the coordination of the programme, working closely with the delivery team, consultants, and contractors.
  • Take ownership of the programme budget, ensuring accurate reporting and effective resource allocation and management.
  • Define, monitor, and report on key delivery milestones and performance indicators.
  • Collaborate with stakeholders across the aviation community, partners, and the wider Contracting Entity to understand the operating context and support delivery of programme objectives.
  • Coordinate with internal functions to ensure delivery excellence, with appropriate processes and procedures in place.
  • Ensure compliance with governance processes and that all programme submissions support progression through Control Points and delivery assurance.

Programme Delivery

  • Provide oversight, expertise, and sound judgement, either directly or through independent assurance via the Head of Quality Assurance.
  • Escalate risks and issues to the Head of Delivery, ensuring timely mitigation and resolution.
  • Establish and maintain consistent programme governance structures across the team.
  • Align programme delivery with broader business, portfolio, and strategic priorities.
  • Identify and implement continuous improvement and lean initiatives to drive efficiencies, reduce costs, and optimise contingency.
  • Exercise delegated authority for low- and medium-risk projects in line with corporate and portfolio governance.
  • Deliver programme outcomes in line with functional briefs, within the agreed control baseline and tolerances.
  • Lead the securing of required consents and ensure compliance with all programme commitments and undertakings.

Leadership & Stakeholder Management

  • Lead and manage multi-disciplinary teams, including project controls, design, and specialist consultants, to optimise resource utilisation and programme efficiency.
  • Constructively challenge forecasts and reporting provided by Project Managers and suppliers where appropriate.
  • Champion a strong safety culture, promoting best practices in health and safety across the programme and wider organisation.

Qualifications

We are seeking a highly experienced professional with a strong background in our primary infrastructure markets.

As the successful candidate, you will bring the following qualifications and experience:

  • Over 18 years’ experience in programme delivery across large-scale, complex infrastructure programmes, including at least 5 years in senior management roles.
  • Proven track record delivering high-value, complex airport/aviation projects from inception through to completion, with a preference for experience in terminals, piers, and airfield infrastructure.
  • Extensive knowledge of capital project and programme delivery, with a strong understanding of how these integrate within a high-performing operational environment and broader capital investment plans.
  • Demonstrated leadership and management capability across project management, procurement, contract management, financial control, and change management.
  • Strong planning, governance, and delivery expertise, with the ability to define team goals, set priorities, and establish clear roles and responsibilities for direct reports.
  • Proven experience in developing and documenting best practice delivery approaches, policies, and standards.
