  • Develops program tools, service standards, and performance and quality-assurance measures; makes proposals based on projects conducted, including recommendations for improved management practices and operating efficiency; contributes to departmental policies and guidelines.
  • Manages program administration through detailed project plans and schedules, including objectives, terms of reference, milestones, project charters, deliverables, reporting, and control mechanisms.
  • Conducts research to support program development and best practices; formulates and presents alternate strategies to meet conflicting demands from stakeholders while accommodating changing departmental priorities.
  • Directs and coordinates design, development, and implementation of complex interdisciplinary program activities; leads teams in identifying and analyzing major issues and responding to sensitive inquiries from senior officials.
  • Provides advice and guidance to senior management; evaluates issue sensitivity, determines priorities, and recommends courses of action.
  • Participates in accountability activities; monitors program results, identifies issues, collaborates on solutions, and advises senior management.
  • Designs and implements communication plans; maintains ongoing communication with senior managers to align evolving goals and priorities.
  • Develops and maintains liaison with senior officials; consults with federal departments on emerging issues.
  • Leads departmental and interdepartmental teams; represents the Department at meetings and committees to address horizontal issues and resolve matters.
  • Directs and supervises work unit staff.

Qualifications

  • Dexterity and coordination to operate computer equipment with speed and precision under tight deadlines.
  • In-depth knowledge of program-related processes, practices, and methods.
  • Knowledge of theories, principles, and practices for program/service delivery management.
  • Research and analytical methods for program analysis, studies, and project management.
  • Techniques for developing and implementing departmental policies, procedures, standards, and management tools.
  • Methods for analyzing, monitoring, and tracking information.
  • Environmental scanning processes for strategic planning and priority setting.
  • Roles, policies, and guidelines of central agencies for operational planning and reporting.
  • Interrelationships between departmental programs, public policies, and impacts on strategic and operational plans.
  • Networking and negotiation skills for inter/intra-departmental and external collaboration.
  • Written communication skills for reports, briefing notes, and communication tools.
  • Conflict resolution and consultation skills for managing stakeholder relationships.
  • Presentation and facilitation skills for meetings, committees, and working groups.
  • Management practices for directing and training staff.

Additional Information

  • Able to obtain and maintain a Government Secret Level Clearance
  • Able to go onsite in the NRC 5 days a week
