Role Purpose
The Head of Representative Office is the senior country leader accountable for the compliant operation, performance and cross-functional coordination of the company’s business in Belarus. The role integrates country strategy, portfolio priorities, external engagement, governance and organizational effectiveness in line with regional direction, company policies and applicable laws.
The position holder represents the company locally within formally delegated authority and ensures country activities comply with corporate requirements, ethical standards and local legislation.
Key Accountabilities
1. Country Leadership and Strategy
- Provide overall country leadership and translate regional and global priorities into an integrated Belarus strategy and annual operating plan.
- Establish country priorities across the portfolio, balancing short-term business delivery with long-term portfolio development and organizational sustainability.
- Identify changes in the external environment and assess their potential impact on the company, its portfolio and patients’ access to medicines.
- Integrate commercial, medical, market access, regulatory, finance, legal, compliance, supply chain, public affairs and other relevant activities around the country agenda.
- Ensure timely escalation of material business, operational, legal, compliance or reputational risks.
2. Business and Financial Performance
- Assume accountability for the overall performance of the Belarus business within the scope and decision rights assigned to the role.
- Lead the development and execution of business plans, forecasts and resource allocation decisions.
- Monitor sales performance, market dynamics, portfolio contribution, operating expenses and relevant financial indicators.
- Manage budgets within approved targets and communicate key business assumptions, risks and opportunities transparently.
- Drive disciplined execution that balances business delivery, compliance requirements and long-term organizational interests.
- Oversee distributor and partner performance, where applicable, and ensure proper governance of commercial relationships.
3. Portfolio and Commercial Leadership
- Lead the Belarus portfolio strategy, including brand priorities, launch readiness and lifecycle management for relevant products.
- Ensure that commercial plans are based on a sound understanding of patient needs, healthcare system priorities, customer insights, competitive dynamics and access conditions.
- Ensure effective coordination between commercial strategy, medical priorities, regulatory pathways, market access objectives, supply requirements and external engagement.
- Build sustainable relationships with customers, institutions and business partners in accordance with company policies and applicable requirements.
4. Market Access and External Environment
- Lead country input into market access priorities by maintaining a clear view of Belarus funding mechanisms, procurement processes, access pathways and relevant policy developments.
- Represent the company in relevant external interactions within the formally delegated scope of authority.
- Support constructive, transparent and compliant engagement with healthcare institutions, industry associations, government stakeholders and other relevant organizations.
- Protect and strengthen the company’s reputation as a responsible and trusted healthcare partner.
5. Governance, Compliance and Representative Office Oversight
- Ensure that the Representative Office operates in accordance with applicable legislation, corporate requirements and the authority granted to the position.
- Maintain effective local governance and ensure appropriate financial, legal, regulatory, employment, operational and compliance controls are in place.
- Promote a strong culture of integrity, ethical decision-making and personal accountability.
- Partner closely with Legal, OEC/Compliance, Finance, HR, Regulatory and other supporting functions to identify and manage country-level risks.
- Ensure that material decisions and activities follow the required review, approval and documentation processes.
6. Cross-Functional Integration
- Lead country planning forums and align functional priorities around a single Belarus agenda.
- Clarify ownership, decision rights and expected outcomes across local and cluster-based teams.
- Ensure effective collaboration between employees based in Belarus and functions supporting Belarus from other locations.
- Ensure timely resolution of cross-functional issues and barriers to execution.
- Ensure that country insights and requirements are appropriately represented in regional planning and decision-making.
7. People and Organization Leadership
- Lead, engage and develop the Belarus organization by building an accountable team, aligning individual objectives with country priorities, and strengthening capabilities required for current operations and the future portfolio.
- Support talent development, succession planning and retention of critical capabilities.
- Foster an environment where employees can raise concerns, challenge decisions constructively and act consistently with company values.
8. Operational Continuity and Risk Management
- Maintain oversight of key operational dependencies, business continuity plans and country-level risks affecting the Belarus business, including supply continuity, third parties, financial exposure and corporate reputation.
- Ensure that local issues requiring regional or global decisions are escalated with a clear assessment, recommended action and potential business impact.
Qualifications
Qualifications
- University degree in business, economics, medicine, pharmacy or another relevant discipline; advanced business education is an advantage.
- Significant leadership experience in the pharmaceutical, healthcare or another highly regulated industry.
- Demonstrated experience in leading a business, country operation, business unit or substantial cross-functional organization.
- Strong understanding of commercial strategy, portfolio management, financial planning and performance management.
- Experience working with market access, regulatory, medical, legal, compliance and supply chain functions.
- Proven ability to lead through a matrix organization and influence stakeholders without relying only on formal authority.
- Experience managing external partners, distributors or complex institutional customers is an advantage.
- Sound understanding of the Belarus business and healthcare environment is strongly preferred.
- Fluent Russian and professional working proficiency in English.
