Job Description
The Senior Manager of Evaluation and Impact, reporting to the Director of Data Systems and Evaluation, is responsible for leading evaluation efforts for WithinReach as well as our statewide networks. You will design and implement organizational and collective impact assessments in alignment with our strategic plan. In addition, you will use your creativity and analytic skills to manage outcomes reporting for grants/contracts, evaluate innovative pilot programs, and implement procedures for ensuring that data and information are shared across the agency in order to proactively inform business decisions. This is a critical leadership role on our growing Data Systems and Evaluation (DSE) Team, which provides essential technological and evaluation infrastructure to WithinReach, the Help Me Grow Washington network, and Prenatal to Three Coalition. You will serve as a trusted thought partner to the department director, with opportunities to grow your skills and scope of responsibility.
Responsibilities
Design & implement diverse evaluation projects
- Evaluate Help Me Grow Washington network expansion and collective impact to support communications with external and potential partners and inform our strategic direction
- Solicit stakeholder input on evaluation strategy through a variety of mechanisms, e.g. workgroups, focus groups, one-on-one relationship-building, etc.
- Utilize gathered feedback to design and conduct evaluations of innovative pilots and ongoing programs using a variety of quantitative and qualitative methods.
Data management, analysis, and reporting
- Clean and transform multiple complex relational datasets in preparation for analysis
- Routinely analyze and report on demographic, process, and outcome metrics.
- Prepare and share results with diverse audiences and decisionmakers (reports, presentations, dashboards, etc.) tailoring the presentation of results to the specific audience.
Leadership
- Guide organization leadership to understand data trends and insights; provide feedback to ensure data-driven strategy and decision-making.
- Contribute to establishment of goals and targeted strategies using an equity framework.
- Advise Data Systems and Evaluation Director on staffing and resources needed to meet goals and deliverables.
- Provide ongoing feedback and guidance to direct reports, including regular 1:1 meetings, program management, and annual performance reviews.
- Train and mentor other staff on evaluation and analysis methods and when they are appropriate for use
Project Management
- Develop and manage high level evaluation roadmap and detailed project workplans.
- Ensure project milestone adherence and completion of multiple concurrent projects.
- Manage and collaborate with external contractors hired to conduct specialized projects, e.g. online data dashboard development, cost modeling, etc.
- Track and oversee fulfillment of data analysis requests.
- Orient staff and partners to Help Me Grow data requirements and oversee completion of annual fidelity assessment.
Qualifications
- 3+ years of experience designing program evaluations
- 3+ years of experience in complex quantitative data management/engineering and analysis using analytics software
- Excellent organizational and time management skills, ensuring successful management and execution of simultaneous projects with competing priorities
- Track record of using anti-racist evaluation approaches
- Exceptional ability to communicate complex data concepts in a clear and accessible manner for multiple audiences
- Enthusiastically adapts to rapidly evolving initiatives, technology systems, and our expanding network of partners
- Proven ability to toggle between high level strategic thinking and diving into the intricate details of challenging tasks to meet project milestones
- Experience with data systems in a non-profit, education, healthcare, or similar field
- Lived experience accessing health and social service systems and/or professional experience in successfully building strong relationships with communities of diverse cultures and identities

Additional Information
Salary & Benefits: $84,000 Salary, Full Time, 40 hours/week. Exempt. Work Location: This position can be fully remote or hybrid. This position requires access to reliable internet connection and the ability to work effectively in a remote setting. Applicants must be residents of Washington State.
