Job Description
What You’ll Do
- Lead and develop cross-functional Agile teams composed of Product Owners, Scrum Masters, Software Engineers, Quality Engineers, and Data/Analytics roles (mix of full-time and contingent).
- Own people leadership: coaching, development plans, performance management, hiring, team health, and building a trust-filled culture.
- Drive delivery leadership: sprint health, capacity planning, dependency management, continuous improvement, and predictable execution against roadmap commitments.
- Product Management define and drive product strategy for the team’s products/capabilities, manage OKRs, prioritize outcomes, and align roadmap with stakeholder needs.
- Deliver enterprise-grade services and capabilities including:
- Cloud-native, event-driven services and APIs
- Curated data products for analytical consumption
- Knowledge agents integrated into real business workflows
- Agentic capabilities: implement repeatable engineering patterns and operating practices for building, running, and evolving agents (e.g., retrieval/knowledge agents, analytical agents, workflow automation).
- Guide modern engineering enablement: CI/CD pipelines, infrastructure-as-code, secure-by-design principles, and scalable service patterns.
- Build durable stakeholder relationships across the ART and enterprise forums; communicate progress clearly, surface risks early, and unblock delivery.
- Manage vendor contributions and budget guardrails, ensuring delivery remains sustainable and aligned with financial expectations.

- Staying close enough to the technology to guide decision-making, promote reuse, and help engineers solve complex problems—without becoming the bottleneck.
- Leading with curiosity, humility, and a bias toward responsible experimentation—fast learning loops with practical guardrails.
Qualifications
Preferred Qualifications:
- Demonstrated success delivering enterprise-scale platforms, services, or shared capabilities used by multiple teams.
- Understanding of event-driven architecture, microservices, and distributed systems.
- Experience with modern delivery practices: CI/CD, automated testing strategy, observability, reliability engineering, and infrastructure-as-code.
- Proven ability to coach engineers and Agile roles to improve execution, quality, and team maturity.
- Strong stakeholder management skills; ability to align diverse priorities and drive outcomes in a matrixed environment.
- Experience leading blended teams (FTE + contingent) and working effectively with vendor partners.
- Strong conceptual understanding of data mesh, data fabric, and data product principles — with the ability to guide teams and stakeholders in applying these patterns to build scalable, domain-aligned, and reusable data products
- Familiarity with agentic patterns (tool use, orchestration, safety/guardrails, evaluation/testing approaches).
Tooling Knowledge:
- Agile delivery tooling (e.g., Azure DevOps, Jira), source control + CI/CD fundamentals (e.g., GitHub repos/actions), and quality/automation discipline.
- GitHub Copilot, Power BI/Power Automate/Copilot Studio, cloud AI/data platforms (e.g., AWS AI services, Azure data/AI services).
- Experience in a Scaled Agile environment (SAFe) is a plus.
Required Experience to be considered:
- Bachelor's degree or direct and applicable work experience.
- Minimum 4+ years of experience managing the implementation and support of a technical solution through the full software development life cycle. This includes experience in leadership, typically gained through formal or informal leadership that demonstrates knowledge of work processes, products and services, and leadership competencies.
- Demonstrated planning and implementation skills.
- Ability to apply job-specific skills to make value-added contributions that align with evolving business strategies.
- Consultative and analytical skills to lead the team to appropriate decisions and recommendations.
- Demonstrated ability to express complex concepts clearly and concisely in writing and verbally. Experience in managing and analyzing complex information.
- Excellent problem solving and negotiation skills
- Ability to influence and motivate others who are direct reports as well as those from other divisions and departments, including change management, creating a sense of urgency and teachable points of view.
- Demonstrated ability to utilize excellent time management.
- Experience in health or financial services industry technology.
- Strong knowledge of systems, products and infrastructure, including all aspects of information technology for an organization of similar size, and applicable technology trends.
- Knowledge of state and federal health care regulations.
- Travel required up to 5 percent.
- Proficiency in HROR highly preferred
Additional Information
a. Provide leadership and day-to-day management of financial and human resources, primarily focusing on employee coaching, development, performance improvement, coordination and budgeting for staff and department(s) specific functions/services. Support business objectives and produce results that are effective, accurate, and timely and on target to meet HR team and stakeholder needs.
b. Manage and oversee multi-disciplined teams, responsible for the full software development life cycle, which includes planning, analysis, design, development, testing, deployment and maintenance of a software system or packaged vendor solutions.
c. Contribute to the continuous improvement of standards, methodologies, change, release and incident management processes, policies, procedures, tools and infrastructure, in conjunction with Wellmark Technology leaders and other stakeholders. Ensure the architecture, infrastructure, and technical solutions are designed for optimal reusability and integration, aligning with Wellmark technology, enables innovation and understand technology trends that can create business value in collaboration with Wellmark Technology leadership.
d. Develop and mentor multi-disciplined teams on business practices and technical capabilities. Lead departmental compliance with applicable legal, regulatory, and contractual requirements, as well as with corporate policies.
e. Become a trusted advisor and advocate for developing and supporting solutions to meet business needs. Develop an in-depth knowledge of Wellmark’s core business processes, systems, and collaborate with portfolio team to ensure alignment of initiatives.
f. Engage and collaborate with multi-disciplined teams to ensure the successful implementation and support of solutions.
g. Develop and maintain long-term, collaborative relationships with key software and vendor solution providers. Ensure all are leading advocates for executing business solutions. Evaluate and manage the business relationship; including but not limited to ensuring adherence to Wellmark guidelines and standards, oversight of vendor operational metrics, and the management of vendor performance.
h. Ensure the deployment and maintenance of business application solutions, are successfully integrated within Wellmark’s business environment.
i. Other duties as assigned.
