Provide overarching leadership and management of the business analysis for Interoperability initiatives. Lead a group of other business systems analysts and stakeholders to align business analysis efforts, lead current state and target state analysis, track traceability, evaluate impacts of regulations, assist in business case creation, and evaluate solution options. Mentor senior and/or business systems analysts in business analysis techniques and tasks. Influence, identify and implement ways business analysis practices can maximize business value delivery.
Qualifications
Required:
- 11 years of direct and applicable experience OR bachelor's degree in Computer Science, MIS or related field of study plus 7 years of business and systems analysis, including demonstrated experience eliciting business requirements and using a variety of elicitation techniques and documentation, developing user stories and capability framework and/or testing.
- Experience with enterprise wide, cross functional and highly complex projects that involve multiple business areas
- Strong communication skills, both verbal and written, with the ability to translate technical requirements to non-technical audiences and vice versa
- Demonstrated experience effectively prioritizing and organizing to maximize personal and business efficiency
- Proven problem solving/ trouble shooting skills within an IT setting
- Strong collaboration skills, with the flexibility to adapt to different stakeholders
- Experience coaching/mentoring others
- Demonstrated ability to manage work processes by measuring, evaluating, and improving processes to achieve organizational goals
- Proven experience effectively consulting with stakeholders
- Demonstrated negotiation skills and techniques
Preferred:
- Bachelor's Degree
- Professional Certifications (e.g. Certified Business Analysis Professional (CBAP) or Certification of Competency in Business Analysis (CCBA))
- Demonstrated negotiation skills and techniques
- Experience using agile requirements management tools like Azure DevOps
- Experience partnering with global staffing vendors to deliver projects
Additional Information
a. Lead the business analysis for large transformational initiatives or groups of related projects of varying scope, size, and complexity, including Wellmark's largest scale, most complex, initiatives across the enterprise.
b. Define and lead the execution and delivery of the business analysis function for a large transformational project or group of projects by leading business systems analysts in a common and effective business analysis process.
c. Lead the project efforts, with additional technology partners, to define solutions scope by ensuring the correct stakeholders are actively participating, and collaborating to elicit the definition of current state, target state and associated stakeholder requirements aligned to needs.
d. Lead planning and estimating of business analysis work for a large transformational project or group of projects.
e. Contribute to and lead the continuous improvement of business analysis practices for technology.
f. Responsible for the quality of the stakeholders requirements as it delivers business value and objectives through the projects.
g. Contribute extensively to activities that define the business analysis processes, development programs, maturing of our business analysis functional across technology.
h. Lead project business analysis in eliciting, analyzing, modeling, and documenting detailed requirements by mentoring and using a variety of elicitation techniques, understanding business processes and technology, and ensure strategic and project goals alignment and traceability across all projects within the program.
i. May lead other project business systems analysts in validating requirements with stakeholders and the project team by communicating and presenting requirements artifacts, models, and deliverables appropriate to stakeholder needs.
j. Provide a common structure and process for projects to manage requirements and facilitates requirements change decisions by using traceability tools and techniques, prioritization techniques, approval processes, and requirements change management processes. May lead other business systems analysts in executing the processes, works to build consensus with technology partners and stakeholders in the defined process and alignment for all projects involved.
k. Utilize software development lifecycle (SDLC), operational procedures, in leading the business systems analysts in performing business systems analysis.
l. Train, coach and mentor business systems analysts within the assigned group of projects.
m. Other duties as assigned.
Remote Eligible: You will have the flexibility to work where you are most productive. This position is eligible to work fully remote. Depending on your location, you may still have the option to come into a Wellmark office if you wish to. Your leader may ask you to come into the office occasionally for specific meetings or other ‘moments that matter’ as well.
