Job Description

Position Summary: This position assists with planning, developing, implementing and administering all personnel programs and will act in a confidential capacity to other management personnel. The position uses independent judgement to suggest changes to ensure compliance with established laws, policies, plans, collective bargaining agreements, and organizational objectives. Render prompt, courteous and reliable service to members and visitors of the Cooperative.

Qualifications

PERSONAL, EDUCATION AND TRAINING REQUIREMENTS:

  • A positive attitude, a strong work ethic and a reputation for integrity and honesty.
  • Ability to work well with management, board directors, and cooperative employees.
  • Bachelor’s Degree in Human Resources or related field required. Human Resources Professional Certification is preferred. Education or equivalent combination of experience and education will be considered.
  • Within one year of employment, should possess an understanding of the Cooperative’s board policies, rules and regulations, and bylaws.
  • Must be able to define problems, research, investigate, analyze, interpret, and draw valid conclusions regarding rules, regulations, procedures, and guidelines.
  • Must be able to communicate effectively and efficiently, both orally and in writing, with a diverse group of people and personalities; requires a high degree of interpersonal skills.
  • Must possess good comprehension skills such as reviewing newsletters and other publications and attending meetings, schools, and seminars.
  • Must have the ability to work independently, under minimal supervision, and to work in teams.
  • Must maintain effective internal and external relationships to enhance information transfer, productivity, and the ability to influence decisions of others.
  • Attend meetings as a participant or observer as well as attend training seminars to keep abreast of current industry trends. This may require occasional travel from the area.

PERSONNEL/HUMAN RELATION RESPONSIBILITIES:

  • Assist senior management team in researching, recruiting, scheduling, interviewing, screening, and referring candidates for job openings. Send denial letters to applicants.
  • Update job descriptions as requested by senior management team.
  • Assist President/CEO with maintaining and distributing up-to-date employee handbooks.
  • Oversee random drug testing and IDOT Clearninghouse records for employees with CDLs.
  • Prepare annual job review forms for supervisors and file them accordingly.
  • Maintain an updated phone list and Employee Organizational Chart for communication purposes and distribute accordingly.
  • Provides orientation for new employees by providing information packets, reviewing company policies, gathering withholding and other payroll information, explaining benefit programs, and obtaining signatures for documents. Provides option forms to existing employees to exercise 401K plan options and R&S pension plan options.
  • Notifies staff of all terminations via email and schedules exit interviews when appropriate.
  • Process all benefit forms and requests for information for new and existing personnel including benefit changes, dependent changes, and verification of employment.
  • Responsible for distribution of Human Relation documents and correspondence in compliance with NRECA and federal and state laws.
  • Assists in the resolution of employee problems.
  • Organize health fairs, when requested to do so, and promote the wellness program accordingly.
  • Prepares and files insurance claims involving worker’s compensation, long-term disability, and property or liability claims. This includes appeals when applicable.
  • Represent the Cooperative in all workers’ compensation audits.
  • Maintain reporting records for OSHA compliance: file, post and update the annual OSHA Form 300.
  • Serves as benefits coordinator for NRECA and serves as the main contact for LineCo.
  • Distribute training announcements, register non-union employees, and tracking training records for all employees. Secure hotel accommodations when necessary for non-union employees.
  • Help develop, evaluate, implement, and maintain Human Resource policies, methods, and procedures and make recommendations to the President/CEO.
  • Monitor and maintain certificate of insurance records related to contractors.

BILLING AND GENERAL RESPONSIBILITIES:

  • Assist with phone calls and member requests such as setting up new memberships and creating various service orders.
  • Must be fully familiar with Prepay Electric Service and be able to communicate its functions to members.
  • Be able to post energy assistant related pledges and payments.
  • Runs credit checks via Online Utility Exchange’s interface for new Membership requests and creates service orders as necessary.
  • Be available to assist with incoming calls on non-pay disconnect day each month.
  • Assists with closing service orders when necessary.
  • Assist with and fully understand the capital credit patronage process: allocation preparation, paperwork validation, general retirements, posting to accounts, balancing, etc. and be able to explain the process of earning and receiving Capital Credits.
  • Performs administrative functions based on understanding of cooperative policy and management’s views and philosophy including special project work and any other duties as assigned to fulfill the objectives of the Cooperative.
  • Provide administrative support such as handling a variety of situations involving the clerical and administrative function of the office to Senior Management (President/CEO, Executive Administrator, and Director of Finance and Accounting) helping meet the objectives and mission of the cooperative.
  • Coordinate meeting arrangements when requested and assist with Annual Meeting of Members preparation as well as working the day of the meeting.
  • Manage memorial donations and orders funeral flowers when necessary.
  • Maintain a clean, neat and orderly working environment.

  • Salary is dependent on experience but could range from $52,000 - $55,000.
