Job Description
Team Summary
The Government Engagement (GE) team aims to create broad alignment between Visas business objectives and public policies that affect the payments industry. Externally, the GE team engages a wide range of stakeholders to raise awareness of and build support for policies that expand access to and usage of digital payments around the world. Internally, GE works closely with colleagues across the company including, Products, Business Solutions, Merchant Acquiring, Visa Consulting & Analytics, Marketing, Communications, Visa University, Social Impact, Risk, Legal, and Compliance.
What a Policy Analyst does at Visa:
Across the world, governments are intensifying their focus on fundamental areas of payments policy and regulation – such as pricing and interchange, regulatory localization, national supervision, and competition, at the same time they are expanding into new areas such as open data, artificial intelligence, real-time payments, digital currency, and sustainability/green finance.
Based in San Francisco, the Policy Analyst will report to a Director in the Government Advisory team, as part of the Global Policy function. The individual will be responsible for coordinating and collaborating with colleagues around the world, to help identify market needs and develop and deploy strategic insights and evidence-based analysis to support Visas public policy priorities in the region. The Analyst will play a key role in ensuring that regional perspectives are aligned with and incorporated into Global Policy strategic initiatives and content development. The Analyst will support the development of issue papers, policy and Insight briefs, messaging documents, and VEEI white papers. They will also work closely with regional market leads and Global Policy experts to advise business colleagues on the full range of current and emerging payments policy matters.
Major Responsibilities
Policy Analysis
The Analyst will work with other teams across Visa, including product, regulatory, and communications to report public policy trends and analyze their impact to Visa.
Monitor and research payments-related public policy developments and highlight risks/issues and opportunities.
Writing and Editing
Write or support development of public policy position papers, work with Fellows of the Visa Economic Empowerment Institute (VEEI) to identity, support and develop research projects and written content.
Support local and regional business executives and regional Government Engagement colleagues with specific requests for information, advice, industry data, as needed.
Support executive engagements by developing briefing materials, presentations, talking points, etc.
Support and Coordination
Assist with compiling, updating and maintaining the repository of policy papers
Develop and maintain a calendar of upcoming policy papers
Build deep partnerships with regional colleagues by proactively identifying opportunities for collaboration and delivering effective solutions. The Analyst will bring a regional lens to the research work and will serve as a central point of contact between the Global Policy team and regional GE.
Coordinate with other internal functions at the regional and global levels, including, but not limited to, Regulatory Affairs/ Legal, Corporate Strategy, Product, Country and Regional Management, Communications, etc. to ensure consistency of corporate positions and decisions across all parts of the organization.
Support activation and implementation of Global Policy content, including VEEI papers, toolkits and messaging documents, inform regional colleagues about the latest Global Policy resources and material to help inform AP-related policy and GE work.
This is a hybrid position. Hybrid employees can alternate time between both remote and office. Employees in hybrid roles are expected to work from the office two days a week, Tuesdays and Wednesdays with a general guidepost of being in the office 50% of the time based on business needs.
Qualifications
Basic Qualifications:
• 2 or more years of work experience with a Bachelors Degree or an Advanced Degree (e.g. Masters, MBA, JD, MD, or PhD)
Preferred Qualifications:
• 3 or more years of work experience with a Bachelors Degree or more than 2 years of work experience with an Advanced Degree (e.g. Masters, MBA, JD, MD)
• Degree in economics, international relations, law, public policy (or a closely related discipline) from a top-tier institution preferred.
• 2 to 3 years of work experience, preferably with corporate strategy, legal or policy in a regulated industry. Candidates from related functions are welcome to apply.
• Demonstrated ability to build collaborative relationships and facilitate healthy communication. Must be comfortable with and capable of working in a variety of cross-cultural settings, should embrace diversity of thought, celebrate different backgrounds, and champion abilities.
• Proven ability to manage multiple complex issues and deliver work products on deadline.
• Possess attention to detail with the ability to translate business priorities into specific public policy recommendations.
• The ideal candidate will have some experience with issues management on a broad range of policy topics.
• Must have excellent judgement, able to act with discretion, handle sensitive information professionally and ethically.
• Outstanding inter-personal, presentation, and communications skills.
• Ability to work across multiple time zones.
• Superior English-language, executive-level writing skills required.
• Strong MS PowerPoint and MS Teams skills required. Familiarity with Excel will be an asset. Training for other collaboration tools required for the role will be provided.

• General understanding of emerging regulatory trends in payments and technology, including but not limited to crypto and central bank digital currency (CBDC), real-time payments, open banking, etc.

Additional Information
Work Hours: Varies upon the needs of the department.
Travel Requirements: This position requires travel 5-10% of the time.
Mental/Physical Requirements: This position will be performed in an office setting. The position will require the incumbent to sit and stand at a desk, communicate in person and by telephone, frequently operate standard office equipment, such as telephones and computers.
