What's it all about?

This is a key full-time role focused on Visa's regulatory affairs in Central Europe (Germany, Austria, Switzerland, Liechtensetin and the Netherlands). The Senior Policy Manager – CE will have strategic oversight of, and responsibility for working with the Senior Director Government Engagement to craft and sustain Visa’s governments and regulatory operations. The role entails developing and driving Visa's government engagement strategy by analysing the regulatory environment Visa operates in, understanding potential scenarios, assessing their implications for Visa, prioritizing issues, developing Visa's positions and relevant argumentations and effectively engaging with regulatory bodies, policymakers, public sector agencies, trade associations and other key decision-makers. The Senior Policy Manager will be responsible for the development and execution of Visa’s government engagement strategy and the day-to-day management of government relations. This role entails the management of a network of key policymakers, regulators, government affairs advisors, industry associations and think tanks.

The position requires frequent interaction with Europe’s Government Engagement and CE leadership teams. Based in Berlin/Frankfurt, the Senior Policy Manager will have to travel to Vienna, Amsterdam and Zurich  on a regular basis.

Key regulatory and government engagement goals include:

  • Following and anticipating regulatory initiatives at national level and developing and executing proactive strategies to convey Visa's values and positions to policymakers,

  • Developing Visa's positions with regard to regulatory initiatives by identifying business risks and opportunities,

  • Assisting in identifying business opportunities with governments and ensuring Visa is well positioned to take advantage of potential partnerships with national government agencies in the stimulating digital payments, cash displacing, financial literacy, SME digital enablement, smart cities and other potential government projects that may benefit from the application of electronic payments,

  • As a member of the European Regulatory & Government Engagement team and the CE Business Performance team, the position demands the ability to work constructively in the relevant markets and to operate in a matrix organization.

Working as a member of cross-functional teams is essential. The ability and willingness to play an active role in developing strategic positions on country, regional and global public and regulatory policy positions for Visa will be important. The ability to work independently and interact constructively with other functions is expected. Travel to other European countries is also a feature of the position.

What we expect of you, day to day.

  • Participate in developing Visa's strategy in response to regulatory/policy initiatives in CE, in alignment with the Head of Business Performance. Support/run cross-functional teams on key priorities.

  • Identify emerging trends, monitor the national regulatory and political landscape for threats and opportunities to Visa's business and communicate this intelligence to locally based business leaders, functional colleagues and European management.

  • Develop/manage Visa's relationships with officials at key regulators (e.g. Central Bank, Ministries of Finance, Economics, Tourism, Transport, supervisory authorities, competition authority etc.), local municipalities, key trade associations, think tanks including improving the company's overall perception and reputation.

  • Write position papers, articles, executive correspondence, briefing books, presentations, meeting requests and readouts, and weekly activity reports. Respond to regulatory inquiries and consultations.

  • Communicate directly with lawmakers, government officials, regulators, and policymakers that may impact Visa's business to enhance Visa's reputation and competitive position.

  • Promote Visa's reputation and profile by speaking at public events, legislative hearings, industry conferences, association committees and roundtables.

  • Assist with special projects including presentations to Executives, research on policy initiatives, and support external advocacy-related events.

  • Be acutely aware of potential global implications of local issues and coordinate their management with regional and global colleagues.

Qualifications

Qualifications
• Proven substantial experience, in-house or regulatory/government agency,
• Organizational, management and leadership skills with experience working on strategic projects,
• Demonstrated ability to effectively and comfortably interact successfully at the highest corporate, political and regulatory level executing significant public policy campaigns,
• Degree, or equivalent, in Political Sciences, Law or Economics preferred,
• Sound knowledge and understanding of retail financial services/payment industry/FinTech,
• Strong digital services and technology interest,
• Strategic thinking and superior written and spoken communications skills in German as well as English, knowledge of Dutch or French a plus,
• Effective public speaking and presentation skills,
• Ability to negotiate and navigate shifting coalitions with industry peers, within trade associations and other stakeholder groups,
• Ability to exercise good judgment regarding information, which may be confidential or material, non-public,
• Proven ability to operate effectively and efficiently in a challenging, fast-paced environment,
• Ability to multi-task and independently manage and prioritize work, while meeting key deadlines,
• Strong attention to detail with a focus on high quality work and consistent performance over time is essential,
• Exercise good judgment in setting priorities and interacting with internal and external contacts,
• Creativity and bias for action with the willingness to take ownership of projects and lead them through to conclusion.
