The Visa Global Policy (GP) team’s mission is to position the company as a leader in shaping public policies that expand digital payments and promote an open and competitive environment, helping individuals, businesses and economies to thrive. The team supplies strategic insights and evidence-based analysis to support Visa's public policy priorities and develops positions on a range of policy issues that affect the digital payments sector, globally. The team also provides expert advice to a number of internal stakeholder groups on a broad range of payments policy issues.
As a member of Visa's Global Policy team within Visa's Government Engagement (GE) organization, the Manager will be responsible for providing government advisory and consultative services primarily related to interchange & pricing issues, but will also work on a range of other strategic and emerging policy issues, as required. The Manager partners with Visa’s interchange & pricing team to develop strategies, messaging documents and other content to shape policy outcomes. The manager will also work with other teams across Visa, including various product, regulatory, and regional teams identify public policy trends and analyze their impact to Visa. The position is based in the San Francisco Bay Area and reports to the Senior Director, Government Advisory.
Detailed Job Description
The Manager, Global Policy primarily provides expertise on interchange & pricing issues. The manager may work on other policy priority issues that impact Visa, as required. The manager is tasked with providing developing and supporting development of government filings, policy messaging, and advocacy strategies. The Manager will have a global perspective, but will work closely with Visa’s Government Engagement and interchange & pricing teams in the regions. In addition, the Manager will:
- Monitor payments-related public policy developments across markets and identify emerging policy trends, and analyze their impacts to Visa; work with cross-functional teams to develop a strategic response to emerging policy threats and opportunities.
- Monitor policy issues globally and build deep partnerships with Government Engagement and other regional colleagues by proactively identifying opportunities for collaboration and delivering effective solutions.
- Write or support development of public policy position papers; work with Fellows of the Visa Economic Empowerment Institute (VEEI) to identify, support and develop research projects and written content.
- Coordinate with other internal functions including, but not limited to, Interchange & Pricing, Regulatory Affairs/ Legal, Corporate Strategy, Product, Country and Regional Management, the Chief Economist and Visa Business and Economic Insights, Risk and Corporate Communications to ensure consistency of corporate positions and decisions across all parts of the organization.
- Support local and regional business executives and regional Government Engagement colleagues with specific requests for information, advice, industry data, as needed.
- Support executive engagements by developing briefing materials, presentations, talking points, etc.
- Manage external partnerships and third-party research and work statement that align with the responsibilities related to the role.
• 5 or more years of relevant work experience with a Bachelor’s Degree or at least 2 years of work experience with an Advanced degree (e.g. Masters, MBA, JD, MD) or 0 years of work experience with a PhD.
• 6 or more years of work experience with a Bachelor’s Degree or 4 or more years of relevant experience with an Advanced Degree (e.g. Masters, MBA, JD, MD) or up to 3 years of relevant experience with a PhD.
• 5 to 7 years of experience, preferably with a focus on corporate strategy, legal or policy in a regulated industry.
• Demonstrated ability to build collaborative relationships and facilitate healthy communication.
• Proven ability to manage multiple complex issues and deliver consistently excellent work products on deadline.
• Superior communication skills, including the ability to translate business priorities into specific public policy recommendations.
• Strong understanding of the payments business preferred. Ability to work closely with the business and communications functions, receive input, collaborate on aligning a learning strategy, prioritize projects/products based on business objectives and ROI methodology.
• The ideal candidate will have experience with issues management related to interchange & pricing or experience and understanding of public policy issues relevant to the payments industry.
• Advanced academic degree in economics, international relations, law, public policy (or a closely related field) from a top-tier institution preferred.
• Outstanding inter-personal, presentation, and communications skills.
• Ability to work across multiple time zones, countries, and cultures.
• Political interest and acumen.
