Job Description
The Performance Architect acts as the overall manager and developer for the client’s enterprise management strategy. As the primary lead for the Performance Architecture, they ensure that the “To-Be” performance architecture spans across each layer of the enterprise architecture (Enterprise level, Segment level, and Solution level). Provides enough detail to capture performance measures at the task and transaction level or level 5 of the business architecture to provide “Line of Sight” from the Solution to the agencies strategic goals.
Responsibilities:
• Capture, review, analyze, and propose performance goals, objectives, measures and metrics during program alignment reviews at decision stages.
• Integrate directorate, division, program, branch, project performance measurement data with OMB Exhibit 300 and/or Exhibit 53 information, as well as the capital planning and investment control process.
• Develop a Performance Architecture Management Plan and through the development of the plan, identify performance improvements through out the enterprise.
• Identify and document workflow redundancy, processes and functions that fail to meet exiting business needs, data dispersion shortfalls and gap between current process efficiency and efficiency goals.
• Capture flexibility and scalability of processes and applications supporting the business segments.
• Promote the leveraging of EA knowledge for process and performance improvement.
• Assist in the marketing and dissemination of a Performance Architecture Management Plan.
• Provide summaries and assessments of the enterprise’s performance.
• Provide a validation plan with details of methodologies and procedures used to validate metrics.
• Provide recommendations for improvements to business processes to include improvements to mandatory reporting requirements.
• Evaluate business processes and identify performance metrics.
• Collect performance data from automated and manual processes as necessary.
• Perform data and trend analysis, identifying new metrics when applicable.
• Conduct “deep dive” analysis of data when trends or anomalies are identified.
Qualifications
• The Performance Architect shall possess knowledge of the Performance Architecture and has a thorough understanding of Six Sigma principles/concepts and or has CMMI specific education and training.
• Bachelor's degree or equivalent combination of education and experience.
• Strong understanding of the Performance Reference Model (PRM) and requirements for developing, contributing and maintaining a PRM a plus.
• Ability to create performance measures/outcomes from business processes.
• Excellent verbal and written communication skills, able to explain and document performance measures and outcomes to diverse audiences (technical, business, etc) and drive decisions through consensus.
• Experience with organizational performance measurement and management, transformation and change management, organizational modeling, or re-design.
• Previous experience and knowledge of Federal Enterprise Architecture (FEA), Federal Segment Architecture Methodology (FSAM); and Enterprise Architecture Assessment Framework (EAAF) a plus
