Goals

 

Managing and modernizing the system of real estate activities in the emirate to include all aspects and regulatory frameworks, including legislation and laws. Global best practices in addition to studying, evaluating and proposing real estate policies, legislation and policies in accordance with the department to ensure the balance, integration and sustainability of the real estate sector in the emirate.

 

Roles and Responsibilities

 

  1. Prepares, develops, and supervises the implementation of the comprehensive strategic plan, institutional objectives and performance indicators for all activities and projects related to the organizational units of the administration and ensures their completion on time and with the necessary efficiency and in line with the vision, policies and legislation of the Department.
  2. Supervises the preparation and development of operational plans, objectives and performance measures for all activities and projects implemented by the administration and ensures that we accomplish this efficiently within the specified times.
  3. He/ she directs and provides a high level of strategic management in the field of real estate policy and innovation and provides support and advice related to real estate policy and innovation.
  4. Prepare and direct department heads in the administration to translate the strategic objectives into annual executive plans and ensure the completion and implementation of these plans appropriately.
  5. He generally supervises the policies, procedures and activities of the departments in the administration.
  6. Contributes to achieving the vision, mission and objectives of the department through the preparation and application of methodologies, policies and regulations related to real estate policy management and innovation.
  7. He/ she reviews and approves work procedures and methods, performance indicators, and quality related to management processes, and develops the necessary proposals to improve the work and submits them to the executive director of the sector for approval and action.
  8. He/ she supervises the evaluation and measurement of the impact of legislation, laws and policies before and after implementation with the aim of identifying areas for improvement and ensuring their optimal implementation to achieve the desired goals and objectives.
  9. He represents the Department in conferences, exhibitions, meetings, and external and internal activities related to real estate policies and innovation.
  10. He supervises the preparation of the annual operating budget related to the work activities of the Real Estate Policy and Innovation Department and its projects providing financial guidance to departments in coordination with the Financial Department.
  11. He supervises the management of the department’s projects, develops implementation plans for these projects, and ensures their implementation on time.
  12. He prepares periodic reports and specialized studies on the latest developments in real estate policies and innovation and presents them to the executive director of the sector.
  13. Manages the real estate policy system and determines how to propose and establish policies, standards, regulations, decisions, and executive and operational circulars in coordination with organizational units and stakeholders.
  14. Manages and develops real estate legislation, laws and policies in coordination with the relevant organizational units in a manner consistent with the department’s strategy and international best practices and follows up on their implementation.
  15. He supervises the survey of opinions and observations on real estate policies from the relevant authorities and submits the observations and lessons learned to the organizational units and relevant stakeholders.
  16. He supervises the development and maintenance of a central database that includes all research, studies, and the outputs of research and development activities and publishing them in accordance with approved policies and procedures.
  17. He supervises the development and management of the innovation and real estate development plan in line with the department’s strategy, government directions, and best global and pioneering practices, supervising its implementation and sustainability, following up on the related indicators and the projects and initiatives emerging from it, developing the necessary corrective plans and submitting their periodic reports in coordination with the relevant organizational units.
  18. He supervises the preparation and development of policies, procedures and systems for innovation and real estate development in coordination with the relevant authorities, supervising their application and integration, and educating employees, partners and relevant stakeholders about them.
  19. He leads real estate innovation and development activities, raises awareness of stakeholders, develops an innovation and development plan and practices, and implements projects and various initiatives to achieve sectoral and governmental directions.
  20. Supervises the development and strengthening of relationships with the relevant authorities in the field of innovation and real estate development, which contributes to the implementation of the plan according to approved policies and procedures.
  21. He supervises the dissemination of the thought and culture of innovation and real estate development in the emirate through training courses, workshops and purposeful events. To enhance a work environment conducive to creativity and innovation in various institutions active in the real estate sector in the emirate.  
  22. He supervises the preparation, development and management of an integrated system to attract emerging and pioneering companies within the real estate field and follows up on its implementation in a way that supports innovation at the emirate level in coordination with the organizational units and concerned authorities.
  23. He supervises the monitoring of global changes in the field of real estate innovation to ensure the leadership of the department and the real estate sector in the emirate in this field.
  24. Manages, reviews and follows up on employees’ innovative ideas in addition to ideas received from various channels in coordination with concerned organizational units.
  25. He supervises the design and management of innovation laboratories for the real estate sector and all their activities, developing them, and attracting ideas from groups in presenting ideas.
