Job Description

Goal

Preparing and developing an integrated framework for data management in the Department, including systems, standards, policies and procedures, in line with the Department’s strategy, global and leadership best practices, and local and international standards (such as the Dubai Digital Authority and the General Regulations for data protection (GDRP, etc.) and follow up on their application

 

Roles and Responsibilities

 

  1. Prepares, develops and supervises the implementation of the comprehensive strategic plan, institutional objectives and performance indicators for all activities and projects related to the organizational units of the administration and ensures their completion on time and with the necessary efficiency and in line with the vision, policies and legislation of the Land and Property Department.
  2. He supervises the preparation and development of operational plans, goals and performance measures for all activities and projects implemented by the administration and ensures that this is accomplished efficiently, effectively and according to the specified time.
  3. It directs and provides a high level of strategic management in the field of knowledge and data, and provides support, advice and guidance for activities related to knowledge and data
  4. He generally supervises the policies, procedures and activities of the departments in the administration.
  5. Contributes to achieving the vision, mission, and goals of the department through the preparation and application of methodologies, policies, and regulations related to knowledge and data management.
  6. Develops systems and procedures for managing knowledge and data and updating internal control methods with the required accuracy and efficiency.
  7. He reviews and approves work procedures and methods, performance indicators, and quality related to management processes, and develops the necessary proposals to improve the work and submits them to the executive director of the sector for approval and action.
  8. Reviews, measures, evaluates and updates the effectiveness of knowledge and data management policies, plans and procedures.
  9. He supervises the preparation and development of an integrated framework for data management in the department, including systems, standards, policies and procedures in line with the department’s strategy, global and leadership best practices, and local and international standards (such as the Dubai Digital Authority). General Data Protection Regulation (GDRP, etc.) and supervises the follow-up of their implementation
  10. He supervises the preparation, updating and implementation of the data management roadmap for the department, including big and open data, in line with the institutional and digital strategy and government directions.
  11. He supervises the management, maintenance and monitoring of the Department and the real estate sector’s data and develops procedures to continuously improve their quality with the aim of maximizing their use in decision-making
  12. He directly supervises the management and development of the big data platform with the aim of facilitating obtaining effective information that contributes to supporting decision-making for the department and the real estate sector.
  13. He supervises the design and modernization of the department’s data architecture, evaluates current data capture and storage mechanisms, and determines standards and needs related to data analysis.
  14. He supervises the management and governance of the department’s data inventory, including identifying data sources, preparing a warehouse, lake, and reference for the department’s data, classifying and processing it, achieving the requirements of the data maturity index, and coordinating with the concerned authorities to retrieve and benefit from the data in a manner consistent with approved laws and policies
  15. He supervises the organization of knowledge and data affairs in the department
  16. He supervises the preparation and development of the research and studies system in the department, including the necessary policies, processes and systems and supervising the follow up of its implementation
  17. Supervises the planning and management of regulatory frameworks for exchanging and sharing data (such as a memorandum of understanding) with the department’s strategic partners and grants the necessary approvals related to data and knowledge
  18. He supervises and manages the process of publishing open data related to the real estate sector and big data analysis in addition to aspiring the emirate proposes proactivly, targeted decisions that will have a positive impact on the real estate sector
  19. He supervises the analysis of “Big Data” sectoral data, publishes periodic and proactive results, studies and reports, and provides information that supports proactive decision[1]making in the real estate sector.
  20. He supervises the submission and publication of real estate studies and responds to inquiries from various concerned parties regarding the statistical data that is requested or analyzed, with the aim of coming up with recommendations that stimulate and regulate the real estate sector in the emirate.
