Vickrey & Associates is looking for a Construction Observer to join our team. This person will be in the field up to 30 hours per week to perform construction observation services and review contractor construction methods, workmanship, and schedule to ensure project is built to project plans and specifications.  The project scope will include observation of roadways, bridges, traffic signals, drainage structures, parking garage structure, traffic control methods, and storm water pollution prevention plans (SWPPP).  Inspector will also verify record-keeping related to highway construction in accordance with plans and specifications. The following tasks will be performed on a daily basis. 

• Observe and record on-going construction work.

• Review plans and specifications to ensure that work is in compliance with the plans and specifications for a design-build project.
• Review and approve pay applications submitted by contractor for work completed.
• Inspect barricades and report deficiencies on inspection checklist to ensure compliance with barricade standards.
• Maintain a daily activity log of work in progress and status of completion and discuss construction-related problems with supervisor.
• Complete daily reports of construction activity in Primavera Contract Management Software.
• Monitor and schedule construction materials testing using client’s testing consultant.
• Review CMT reports and report any results that do not meet specifications of client.
• Monitor the design-build contractor’s compliance with contract requirements for quality and record keeping.
• Perform other job responsibilities as assigned.

• High School Diploma or equivalent is required.
• At least 3 years of experience in construction observation for utility and roadway projects.
• Required to have and maintain a satisfactory driving record.
• Ability to effectively communicate with engineers and contractors.
• Ability to read and understand transportation, site development, building and associated utility plans and specifications.
• Working knowledge of construction means including material, construction methods, plans and specifications, and associated safety requirements.
• Ability to perform calculations using basic math, algebra, and geometry.
• Able and willing to work day or night shifts and/or flexible schedules including weekends as required to support the project requirements.
• Work under exposure to inclement weather conditions.
• Knowledge of personal computers and applicable programs.
• Familiarity with utilities and roadway construction
