Job Description

The Sr. Manager, Technical & Facilities Portfolio Operations leads the governance, planning, and performance management of the organization's portfolio of technical operations, facilities initiatives, infrastructure projects, and capital investments. Reporting to senior leadership, this role is responsible for overseeing portfolio governance routines, capital planning processes, executive reporting, and cross-functional alignment to ensure strategic initiatives and infrastructure investments are prioritized, funded, and executed effectively.

This role partners closely with technical operations, facilities, finance, procurement, PMO, and business leaders to improve visibility into project performance, resource allocation, capital demand, operational risk, and delivery outcomes. The Sr. Manager plays a critical leadership role in ensuring executives have accurate, timely, and actionable information to guide decision-making across the portfolio.

Essential Functions

  • Lead the day-to-day management and governance of the enterprise portfolio for technical operations, facilities initiatives, infrastructure projects, and capital investments.
  • Establish and oversee portfolio governance processes, including intake, prioritization, review cadences, decision forums, and executive reporting routines.
  • Direct the collection, validation, and maintenance of portfolio data, including project status, milestones, budgets, resource requirements, risks, issues, and dependencies.
  • Oversee the development and distribution of recurring portfolio reports, dashboards, scorecards, and executive summaries for senior leadership and business stakeholders.
  • Analyze portfolio performance, project health, resource constraints, capital utilization, operational impacts, and delivery risks to identify trends and areas requiring leadership attention.
  • Partner with technical operations, facilities, finance, procurement, and business leaders to align portfolio priorities with strategic objectives, operational needs, and investment plans.
  • Lead capital planning and investment reporting activities, including evaluation of proposed initiatives, prioritization of funding requests, and tracking of approved and planned investments.
  • Facilitate portfolio prioritization, roadmap planning, and scenario analysis to support leadership decisions regarding timing, sequencing, and allocation of capital and operational resources.
  • Prepare and oversee materials for executive governance meetings, steering committees, and investment reviews, including agendas, briefing documents, decision support materials, and presentation decks.
  • Lead governance meetings and portfolio review sessions by driving agenda management, documenting decisions, tracking action items, and ensuring follow-through on commitments.
  • Ensure portfolio reporting and governance outputs are accurate, complete, timely, and aligned with organizational standards and executive expectations.
  • Provide leadership oversight to project and program managers by reviewing status updates, challenging assumptions, identifying inconsistencies, and escalating significant concerns as needed.
  • Drive risk, issue, and dependency management across the portfolio to ensure critical operational and capital-related concerns are surfaced and addressed proactively.
  • Oversee cross-functional coordination for major technical and facilities efforts to reduce delivery risk, minimize operational disruption, and improve execution outcomes.
  • Lead continuous improvement of governance processes, portfolio management practices, templates, reporting tools, and operating procedures.
  • Develop executive-ready presentations and recommendations that clearly communicate portfolio performance, key decisions, financial implications, risks, and proposed actions.
  • Support long-range planning activities related to infrastructure, facilities, capital investment, asset lifecycle management, and operational capacity needs.
  • Manage, mentor, and develop portfolio or PMO team members, providing leadership, coaching, and quality oversight across work products and processes.
  • Contribute to strategic planning, special projects, and ad hoc analysis as assigned by senior leadership.

Qualifications

  • Bachelor's degree in business, finance, engineering, management, information systems, construction management, or related field required.
  • 8+ years of experience in portfolio management, PMO leadership, capital planning, technical operations, facilities management, program management, or related roles.
  • 3+ years of people leadership or demonstrated experience leading cross-functional teams, governance processes, and enterprise-level initiatives preferred.
  • Experience managing or supporting capital portfolios, infrastructure programs, facilities initiatives, or large-scale operational projects preferred.
  • Strong knowledge of portfolio governance, project and program management practices, capital planning, and executive reporting.
  • Demonstrated ability to analyze complex portfolio, financial, and operational data and translate findings into actionable recommendations for leadership.
  • Experience working across technical operations, facilities, finance, procurement, and business functions in a collaborative and highly matrixed environment.
  • Strong written and verbal communication skills, including the ability to prepare polished presentations, briefing materials, and decision support content for executive audiences.
  • Strong leadership, organizational, and stakeholder management skills, with the ability to influence decisions and drive alignment across competing priorities.
  • Proficiency in Excel, PowerPoint, portfolio reporting tools, and project or portfolio management systems required.
  • Experience with capital planning, financial analysis, governance frameworks, and operational performance reporting strongly preferred.
  • Demonstrated ability to manage multiple priorities, lead through ambiguity, and operate effectively in a deadline-driven environment.
