Job Description

  • Operational HR & Change Management: Lead the HR operational strategy across Veolia’s entire landfill portfolio. Design and implement workforce plans for both active operations and projects transitioning into their full Opex phases, ensuring staffing levels and shift structures meet the distinct requirements of each facility.
  • Corporate Alignment: Act as the primary HR liaison between the landfill sites and the corporate head office. Partner closely with central HR functions (e.g., Talent Acquisition, C&B, L&D) to ensure site-level strategies align with overarching company policies and group-wide initiatives.
  • Team Leadership & Coaching: Direct, manage, and mentor a dedicated team of 7 HR professionals executing site-level HR operations. Provide coaching-oriented guidance to site line managers across all landfills on people management, performance expectations, and sick leave/WFH policy adherence.
  • Hong Kong Labor Compliance & ER: Serve as the primary escalation point for all Employee Relations (ER) issues across the four landfill sites. Ensure rigorous compliance with the Hong Kong Employment Ordinance (Cap. 57), particularly regarding the updated continuous contract rules (the "468" rule), statutory holiday pay formulas, paid rest days, and accurate termination settlements.
  • Policy & Systems Standardization: Oversee the consistent enforcement of standardized compensation rules across all locations, managing Overtime (OT) and Compensation Leave (CL) frameworks. Act as the primary operational owner for the Gaiaworks HRIS system across the landfill portfolio, ensuring strict adherence to shift tracking and approval workflows.
  • Benefits & Tax Administration: Oversee benefits administration across all sites, ensuring clear communication of complex packages (e.g., hybrid housing allowances, medical plans) and proper reporting alignment with MPF and Inland Revenue Department (IRD) regulations.
  • Ad Hoc Duties: Perform other ad hoc tasks, special projects, and strategic HR initiatives as assigned by the HR Director.

Qualifications

  • Bachelor’s degree in Human Resources, Business Administration, or a related discipline.
  • Minimum of 10 to 12 years of progressive HR experience in Hong Kong, with at least 3 years at the Senior Manager level (or 5+ years at the Manager level). Heavy industry, environmental services, construction, or manufacturing sector experience is highly preferred.
  • Native/Full Professional proficiency in written and spoken Cantonese and English is strictly required.

Requirements

  • Site Mobility & Travel Expectation: Must be fully willing and able to work on-site at remote, non-city landfill locations (Ta Kwu Ling, Tuen Mun, and Tseung Kwan O) on a rotational/as-needed basis. Candidates should evaluate travel time to remote New Territories areas prior to applying.
  • Absolute mastery of the Hong Kong Employment Ordinance (Cap. 57), MPF Ordinance, and practical experience navigating complex payroll calculations, shift-work compliance, and IRD tax reporting (IR56B/E/F/G).
  • Hands-on experience with advanced workforce management systems (SAP and Gaiaworks experience is a distinct advantage).
