Job Description

Position Purpose: 

The Construction Manager will manage two (2) Company Inspectors and coordinate water facility network construction work for Company and Developer network projects. Must communicate project coordination with customers, contractors, and regulatory authorities. Will direct the Inspectors in assuring facilities are installed as per the specifications and design. Ensures consistency with plans, specifications and schedule. Manages and tracks project costs. Manages company Capital project inventory. Will schedule and direct project third party inspectors. Assures compliance with all federal, state, and local health, environmental, and safety regulations. Responsible for capital expenditure budgeting, forecasting, reporting, and preparing Funding Projects using company financial tools.

Primary Duties/Responsibilities: 

  • Assists in constructability, operability and maintainability review of new construction design documents.
  • Coordinates construction activities with operations and Transmission & Distribution groups.
  • Will decide on the proper construction techniques as well as schedule construction operations into logical and detailed steps.
  • Instructs construction inspectors and tracks the progress of construction operations such as the arrival and utilization materials, supplies, and contractors.
  • Ensures that needed permits and licenses for projects are secured by Project Manager (PM).
  • Manages on-site construction administration and inspection.
  • Maintains the project's document control system.
  • Work with the Company Network PM to review and approve the contractor's request for payment.
  • Performs miscellaneous job-related duties as assigned.
  • Coordinates construction, scheduling, and inspection of new and replacement infrastructure projects.
  • Reviews and revises Company construction and material specification as needed for compliance with Regulatory and Company standards, and Company preferences.
  • Manages annual pre-qualified Contractor training meeting.
  • Makes purchases of required materials through the Company’s financial management system.
  • Manages material inventory as required to meet Company objectives.
  • Ensures that contractors perform the work in accordance with Company and governmental policies and procedures.
  • Collaborates with Program Manager to resolve conflicts between design and field conditions in a timely manner consistent with good engineering practices. Provides guidance to the Construction Inspector(s) on complex construction matters.
  • Manages internal and external Inspectors to complete field testing and inspections.
  • Tracks work performed by outside contractors, ensures accuracy of invoices and approves invoice payment.
  • Responsible for tracking expenditures during construction of facilities in accordance with Company policies.
  • Communicates project particulars with Contractor/Developer, government officials, customers and Company.
  • Manages Company Inspectors to verify that submitted GPS/GIS information is correct to actual field installations.
  • Reviews and approves as-built plans of completed jobs to ensure accuracy and compliance with Company standards.
  • Manages capital projects as assigned.

Qualifications

Education/Experience/Background: 

  • Associate Degree or High School Diploma with ten (10) - fifteen (15) years water utility construction experience required.
  • Bachelor of Science Degree in Construction Management preferred.
  • Continuing Education on aspects of construction a plus.
  • Minimum of 4 years of direct experience in water facility construction coordination/management.
  • Experience with inventory management.
  • Experience with GIS/GPS equipment and information analysis.

Knowledge/Skills/Abilities: 

  • Familiar with OSHA regulations.
  • Familiar with utility economics including value engineering, budgeting, and forecasting.
  • Excellent skill in organizing resources and establishing priorities.
  • Ability to coordinate several major activities at once, while analyzing and resolving specific problems.
  • Ability to be decisive and work well under pressure, particularly when faced with unexpected occurrences or delays.
  • Ability to calculate figures and amounts such as percentages, area, circumference, volume and metric conversions.
  • Ability to define problems, collect data, establish facts, and draw valid conclusions.
  • Knowledge of the safety rules and practices of the Company; and an ability to provide instructions and interpretations of Company policies, rules, and practices effectively to the crews.
  • Ability to implement and enforce safety programs and protocols.
  • Ability to operate GPS and related equipment. Flexibility and ability to work in a fast-paced environment.

Required Certification/Licenses/Training: 

  • PA DEP Distribution System Operator License required.
