Role purpose and summary
The HR Generalist Middle East is responsible for ensuring that the overall administration, coordination, and evaluation of HR plans, procedures, policies and programs are implemented. The position will contribute to the development of HR department goals, objectives, and systems.
The HR Generalist Middle East will have a dual reporting line to the Head of Talent Management (50%) and the HR Director (50%) and work in close collaboration with regional teams and corporate headquarters. The role will be based full-time at the Near & Middle East regional head-office in Dubai, UAE. The incumbent may be required to complete regular short-term trips to our various locations in the Near & Middle East, to get to know our business, meet our staff and managers, and participate in Veolia regional events.
Job Description
Day-to-day admin management of international employees in regional entities (expatriates and VIEs):
Day-to-day administrative follow-up of the staff, in liaison with the Contract Managers of the various entities and the staff themselves;
Liaison with the various local HR Managers and Paris HQ team in the international management of the staff (job offers, work contracts, social protection, benefits entitlements, relocation…);
Liaison with the Dubai HQ HR team to ensure proper recruitment and follow-up of the international staff.
Talent Management:
Update of Talent Hub and update of LMS / follow up training / L&D coordination (digital/presential..)
Grading / follow up country deployment
Follow-up on countries action plans related to Group Engagement survey
Support to the development of Veolia employer’s branding in the GCC:
Participate in job fairs and educational awareness programs
Develop local social initiatives to increase Veolia’s attractiveness as an employer of choice
Identify and develop relevant ways to bring more national staff on board
Compensation & Benefits:
Carry out local benchmarks in the GCC, in order to improve and develop regional and/or country based relevant international admin policies and practices for our managers, for the different categories of staff (ex. Young talents, VIE…); and to maintain remuneration practices consistent with the local and regional market.
Being part of the regional HR network and group of expertise of Veolia Gulf Countries, and will take an active role in supporting the design and implementation of regional standardized practices.
Support the deployment of the employee shareholding plan in the region

Qualifications
Master degree in HR or Administration
1 year of working experience in HR management
Previous experience in a multinational company is a plus
Strong international focus and cross-cultural awareness
Excellent English is a must, French is a plus for interface with Corporate HQ, Arabic not necessary
Good communication skills, both written and oral
Autonomous, results-driven, time efficient, responsive and hard worker (ability to prioritize and cope with important workloads + maximum flexibility and availability due to the multi-task nature of work)
Team spirit, ability to relate effectively with all levels of the hierarchy
Computer literacy in MS Word, MS Excel, MS PowerPoint and Internet Browsers and Google Suites
Business ethics, discretion and honesty
