Job Description
To lead, manage and support all HR and Admin related activities with the use of all company policies, processes and procedures aiming to continuously improve and to achieve the VeBes (Al Wathba 2 and Allahamah) business objectives in the short, medium and long terms in accordance with the terms of O&M contract and the Integrated Management System. The HR & Administrative Manager is in charge of the production of contractual, corporate and regulatory reporting in coordination with the different departments within the company. The manager supports within her field of competence the general management of the contract.
HR Roles & Responsibilities:
- Review manpower requirements and manage all recruitment, termination and resignation activities including screening, interviewing, selection, benefit payment, etc. in coordination with other line managers .
- Develop and maintain Job Descriptions, offer letters, employment contracts and any other documents required from time to time.
- Manage and supervise all aspects related to employment visas, work permits, immigration & employment related Government regulations. Ensure that these processes are kept up to date in a timely and accurate manner.
- Develop and manage the contractual Emiratisation program and all related facets including partnerships with educational institutions, internships, job fairs, etc.
- Maintain all employee data and records (compensation and benefits, performance results, promotions, personal information, etc.) in an orderly and professional manner and in conformance with applicable legal requirements and VeBes policies and procedures.
- Manage employee related affairs (complaints, leaves, grievances, etc.) and support line managers in the day-to-day HR operations.
- Manage all employee insurances (Medical, Life & disability, Workmen compensation) and related logistics.
- Organize all special events related to employee entertainment/motivation.
- Implement and initiate the annual performance appraisal cycle and ensure the application of procedures and forms by evaluators.
- Work closely with line managers to identify training needs and develop career paths using performance appraisals and communication to address company needs.
- Source and implement training courses and supervise the training course logistics. Assess quality of training providers to ensure high-quality and impact training programs.
- Develop, revise and ensure the implementation of all HR policies & procedures in line with the UAE Labour law.
- Prepare and maintain all internal and external reports timely and accurately for submission as required (e.g. 5 Years Training Plan, Veolia Social Report, etc).
- Advise and counsel line managers and employees on disciplinary actions arising from violations, poor performance, long term absence etc.
- Use the ERP software chosen by the company as the main tool for relevant work functions.
- Manage the monthly VeBes payroll in coordination with Finance.
- Manage all aspects related to on-site accommodation in collaboration with the O&M Manager and Plant Managers.
Administrative Tasks:
- Ensure and supervise timely renewal of all company licenses, insurance and other legal formalities.
- Review and approve office, canteen, accommodation and uniforms requisitions.
- Liaise with other agencies, organizations and groups related to the business activities (transportation, canteen, pest control, DU, Etisalat…).
- Supervise all aspects related to office administration (reception, mail distribution, courier services, office filing and record, faxes, general inquiries, copying, etc)
- Manage the company car policy and all related aspects.
- Act as company Security Coordinator and liaise with Middle East HO as and when required.
Management Tasks:
- Supervise the responsibilities of the Administrative Assistant, PRO, PRO assistant, d Driver and Emiratization Coordinator to meet all company targets and obligations efficiently.
- Manage the day-to-day HR and Admin activities in accordance with best practice, company policy and procedures to ensure contractual compliance and legal compliance at the highest level of efficiency.
- Provide on-the-job training, counseling, guidance and constructive feedback to staff members to support their overall development and well being.
- Compile and manage the budget related to HR and Administration.
- Prepare reports timely, accurately and professionally to meet VeBes requirements.
- Act as signatory in accordance with the internal arrangement or approved signatory matrix.
Reporting management / coordination:
- Collect accurate data, verify validity and correctness.
- Ensure the preparedness of the contractual, regulatory and corporate reporting by respecting deadlines and agreed reporting structures
- Produce and maintain the associated templates in coordination with the relevant organizations (client/owner and his representatives)
- Produce the reports in coordination with all departments.
- Adhere and ensure the use of agreed reporting protocols
Documentation & records management/coordination:
- Editing and reviewing documents for final issue
- Maintain Documentation system
- Monitor the proper maintenance of all departments records
- Maintain document management database to track creation and revisions of documents
- Ensure the latest documents are made available to employees
- Train employees regarding documentation storage and records control
- Ensure proper access rights to employees in collaboration with all managers
- Ensure availability of updated external documents (license, supplier documents…)
Qualifications
- Degree in Human Resources or related studies.
- 5 years continuous practical experience in industrial and multi-cultural environment.
- Good command of written and spoken English.
- Communicate accurately, correctly, timely, effectively and in an appropriate manner using email, documentation and verbally.
- Proficiency in MS Office (Word, Excel & PowerPoint), Navision, Google suite.
