Job Description
The objective of this engagement is to provide program/project management and senior technical support for the Affordable Care Act project. The Program Manager will drive entire initiatives from start to finish ensuring that the project is completed on schedule and that the final project meets business, technical and established quality requirements. The contractor’s responsibilities will be to provide highest level Senior Captiva and Documentum technical support and provides business partner support by reviewing and approving architecture model submissions and performing code deployments to the DHS Enterprise. This position will also lead in the areas of imaging design, development and implementation for DHS enterprise imaging systems. This position performs the tasks of requirements gathering, analysis, planning, design, development, testing and debugging, maintenance, documentation and the development of Captiva and imaging processes utilizing EMC, OpenText and other products and toolsets in support of critical highly-complex imaging applications from inception to implementation. This will ensure appropriate funding is available to drive and support policies/legislation that will lead to better outcomes and support.The work includes definition, design, administration and implementation of the Captiva and Documentum Imaging systems and the underlying structures needed to support the data. This will include modeling and design of existing infrastructures as well as independent Captiva and Documentum (using industry and CWOPA standards) development involving DHS and other imaging data sets as deemed appropriate by the KM steering team that satisfies imaging needs. This position will also provide senior technical support for the development of the various components of this complex solution that includes Brava, OpenText, Oracle and Documentum components for the Department’s Enterprise Imaging within the DHS Knowledge Management Production domain.
• Manage, coordinate, and establish priorities for complete life-cycle of various ACA-related projects,
• Design Imaging project plans which identify needs and define major tasks and milestones, based on scope, resources, budget, and personnel;
• Be accountable for the approval and sign-off of the project plan
• Facilitate and adhere to project governance
• Identify return on investments of key activities
• Manage scope of the project and gain agreement and approval of any scope changes
• Build and maintain relationships with key stakeholders

• Develop project plan including project management plan, scope statements, work performance measurements, activity and milestone lists, project schedule, cost performance baselines, quality management plan, quality baseline, human resource plans, team performance assessments and communication management plan for project,
• Manage and track project status against project plan(s)
• Serve as primary point-of-contact for all project related issues and resolution of issues
• Coordinate and present proposals as needed
• Identify and manage project risks and develop risk mitigation strategies, track to closure
• Anticipate issues and proactively address them. Resolve conflicts with sensitivity and tact.
• Coordinate the establishment of program standards and program specific procedures with team leads.
The consultant will perform senior level software administration and analysis work to include: functional and non-functional requirements translation and validation, design and development of highly complex integrated system modules and business logic, code reviews, interfaces, database schemas, stored procedures, and enterprise service bus component integrations, software testing and debugging of programs and affiliated interfaces, creation and evaluations of SEP documents and associated ARB review and presentations, software quality assurance (SQA) initiatives, coordinating with other cross-functional technical team leads, assessing and reporting project status, developing implementation play books with integrated Go or No-Go decision points and roll-back strategies, and documenting computer applications, and team oversight for Software Life Cycle Management compliance.
• The Senior Captiva and Documentum administrator provides technical leadership across a broad range of imaging functions including capture modeling, management and other specialized imaging data management functions. Works independently as a senior lead and may manage and direct activities related to analysis, design and support of technical data management solutions on various projects ranging in size. Elicit, analyze and understand business and data requirements to develop complete business solutions, including data models, data life- cycle management, governance, lineage, metadata and reporting elements.
• The Senior Captiva and Documentum administrator will administer, support, and monitor multiple Documentum 7.x server and client components across multiple environments. Maintain and upgrade existing Documentum 7.x server and client components to new versions and patches. Install and configure new Documentum client and Server components. Migrate Documentum repositories between environments. Migrate Documentum objects between repositories and environments.

• Contributes to determining imaging programming approach, tools, and techniques that best meet the business requirements. Promotes and defines I.T. standards.
• Performs administration and coding of complex modules as subject matter expertise or team workload conditions indicate.
• Ensure project change management approach is followed and that enhancements are appropriately prioritized, developed and all documentation submitted.

• Recommends technology solutions to meet business requirements.
• Maintains understanding of software industry and provides direction for future solutions.
• Acts as subject matter expert for broad functional and technical areas of a complex system.
• Provides informal training to all levels on the team. Proactively identifies areas for improvement in team members and provides feedback on suggestions for improving processes.
• Responsible for ensuring compliance with applicable laws, regulations and company policies across areas of organizational responsibility. Conduct Captiva and Documentum performance tuning and troubleshooting. Work with Business Intelligence Operations team to ensure control objectives are implemented for all data movement processes, implement change control for production data, establish and follow proper incident management procedures.
