Job Description

This role can be based at the following site; Culham, Oxfordshire.

This role requires employees to complete an online Baseline Personnel Security Standard (BPSS), including The Disclosure & Barring Service (DBS) checks for criminal convictions.

The Role

As Commercial Lead Professional Services and ICT, you will play a pivotal role is to develop and lead a new corporate procurement category team for Professional Services and ICT.

The services include the full range of HR, Finance, and ICT service requirements. Implementing a category management approach will help to build a better understanding of the market and develop requirements to achieve the best solutions available from the market and achieve value. Your work will also facilitate a streamlined approach to our category sourcing activities, strengthen supplier relationships, improve spend analysis and mitigate risk.

You will hold full responsibility for the strategic direction for developing each subcategory within this service pillar, developing solutions that offer a best-in-class design based on the capability of the market. This will include the development of:

  • Appropriate commercial category strategy and policy.
  • Development of appropriate commercial assurance and governance for the category.
  • Commercial Risk appetite approach.
  • Development of commercial intelligence to inform future category plans.
  • Carry out regular business analysis.

Additional Responsibilities:

  • Manage all sourcing activities for major spend categories and assigned projects, adapting resources to meet strategic deadlines and organizational objectives.
  • Foster effective communication and team commitment, building strong working relationships at both project and direct reporting levels.
  • Develop and implement supply chain strategies to ensure best value in procurement, providing leadership and influence to support commercial engagements.
  • Resolve conflicts constructively with team members and stakeholders, including high-level government entities.
  • Oversee procurement and commercial responsibilities for all projects within assigned categories, ensuring compliance with commercial requirements and regulations.
  • Guide the creation, development, and implementation of commercial policies, procedures, and processes, ensuring alignment with organizational objectives and outcomes.

Qualifications

Essential Requirements:

  • MCIPS (Chartered Institute of Purchasing and Supply) fully qualified.
  • Category Management Experience.
  • Degree level or equivalent experience.
  • Experience of working with public contract regulationssince 2015 on end-to-end Procurements and good working knowledge of the Public Procurement Regulations 2023
  • Experience at strategic procurement project and programme level acting as the lead expert for complex/critical Procurement and Commercial issues and influence both internal and external stakeholders.
