Job Description

As a Director – Enterprise Program Management Office (ePMO), you will be joining the IT Service Delivery team which provides Twitter’s internal users and business units IT services including design, development, deployment, operation and retirement of applications, data storage, hardware and other business resources. The Director is a senior leader responsible for driving uniform project and process principles into the program delivery efforts of the Technology organization. The eMPO Director will set the goals and standards for projects, including project governance, process control, project and portfolio key performance indicators (KPIs) and technology use. This critical role ensures that all project office policies and procedures enable the Technology organization to fulfill its obligations to deliver outcomes on time and within budget with measurable quality.

The Director leads the effort to properly engineer business processes, complete statistical analysis for project efforts (measuring our return on investment, capital and operating labor expense tracking related to projects), leads project managers in the building of project plans and engages with the business in defining technology requirements. This individual is a partner above all else and is equally comfortable spending time with highly technical subject matter experts as they are engaging the business to ensure that the translation between technical effort and business needs are accurate. The Director is astute at finance management, understanding the nuances of building a project budget, tracking and classifying expenses against these efforts and organizing engagement with outside third parties. They would be a ‘system thinker’ less focused on the task and more focused on digitizing business process, implementing tracking capabilities and visualizing the data so the business is fully engage in the health of the efforts, the projects are executed with maximum efficiency and the company works with a “digital first – automation first” mentality.

Responsibilities:

  • Responsible for defining, designing and maturing the Enterprise Program Management Office, the underlying business processes and building a talent bench capable of completing the organizational vision
  • Defines and builds various data models and measurement indexes to report on and visualize the efficacy of business processes and procedures
  • Effective data expert that can apply the principles of process measurement and statistical analysis to drive out inefficiencies
  • Engages with business partners to conduct requirement gathering and analysis exercises, as well as yearly planning
  • Collaborates and closely partners with P&L leaders to ensure that their needs and budget expectations are met within all technical products
  • Creates demand and resource management modeling and develops programs to ensure an optimal balance of work to resource(s) is reached
  • Drives process engineering and efficiency exercises to ensure all business processes are properly defined, leaned and digitized; leads with an automation and self-service first mentality
  • Responsible for working closely with Finance and Strategic Sourcing to ensure that all project related expenses and costs are properly processed, capital labor is in line with budget requirements and all financial processes are adhered to
  • Builds a strong bench of project leaders that have the technical knowledge and statistical background to drive positive momentum and action against all assigned efforts and assignments
  • Engages with all levels of senior leadership in presenting models and reports of program efforts, results and health; acts as the voice of Technology to the business representing Technology efforts in delivery of product and services
  • Primary Technology process business leader – acts as the custodian of all Technology business processes and measurement
  • Confirms compliance with all service levels, cost estimates and product guarantees through the delivery of data sets and reports, which enables IT to demonstrate its value in terms of cost, service quality and effective platform management

Qualifications

  • 10+ years of business analysis and process engineering experience at large complex companies
  • 5+ years of experience supporting large enterprise projects and services – understands the nuances of strong program delivery
  • 5+ years working with third party service suppliers – should include financial, SLA and service definition functions
  • 5+ years of experience creating data models and reporting for the most senior levels of leadership – can proactively engage the business in complex requirement conversations
  • 5+ years of talent development and expertise - has a track record of developing contributors to a highly matrixed organization
  • Must have significant executive presence and be willing to work a flexible schedule inclusive of weekends and holidays – should be comfortable working both within the office and at times within an executive’s personal location
  • Must be willing to travel from time to time
  • Bachelor of Science with a background in Business or STEM preferred
