Job Description

This position will be responsible for developing the strategy and long term scope and subsequent implementation of the IT Vendor Portfolio. These responsibilities include providing vendor support, scope measurement, managing vendor performance e.g., quarterly business reviews, contract development, optimization and related activities for IT’s large and highly complex 3rd party agreements. The position requires conceptualizing the best contract lifecycle management strategy for Twitter, and sequencing the growth of the program in a manner that provides business value for the organization at every phase of the program’s development. 

Ideal candidates will be established experts in IT vendor best practices and be knowledgeable in business tactics used across IT contract negotiations, contract management, contract management systems, cost/scope control, risk reduction relationship management. Additionally, implementation of vendor management systems is needed with ServiceNow experience preferred. This role will set organizational standards for entering outsourced contracts, managing the lifecycle of the contract, vendor performance and the business relationship, and exiting contracts in an efficient and effective manner for our IT division. 

  • Shape the enterprise IT Vendor strategy while contributing both technical and business expertise throughout the contract lifecycle

  • Assess the performance of outsourced organizations to achieve increased productivity and measurable business outcomes to assess value to the business

  • Apprise senior leadership of the vendor footprint; assess and report risks, duplications, gaps, projections and course corrections for managing known vendor liabilities

  • Develop the enterprise IT contract portfolio and categorize vendors appropriately for collation within IT’s internal management tools

  • Conceptualize and implement the approach and engagement plan for assigned vendors; trigger contractual additions and changes as needed according to best practices

  • Develop expectations for onboarding new vendors, establishing vendor criteria, scorecards for QBRs, meeting schedules, reporting structure, and related initiatives

  • Influence and gather key stakeholders in security, help desk, infosec, infrastructure and others to coordinate high-need vendor solutions, reduce duplicate product use and maximize value by negotiating and recognizing redundancies and solutions

  • Lead and bring together teams to drive critical contract improvements; interview stakeholders on vendor performance, monitor and document known issues, produce procedural corrections to improve operational outcomes

  • Recruit, develop and retain a high performing team of vendor management specialists

  • Partner with Sourcing, legal, and other partner teams when large contracts and/or negotiations require cross-functional collaboration; this includes actively assisting with negotiation conversations, identification of negotiation strategies, and proposal of deal structures (or recommended modifications to deal structures)

  • Partner with Legal on redlining of agreements to provide business representation on behalf of IT

  • Handle vendor escalations, issues, improvements and milestones in a methodical and organized manner

  • Manage and report KPIs on medium and high complexity IT vendors, assuring all related agreements are being followed, and internal compliance measures are adhered to

  • Serve as a key strategic leader in IT RFPs; setting expectations with cross functional parties, developing schedule, communication planning, demo timelines, and award process

  • Develop and manage a calendar for visibility into renewals, negotiation roadmaps, and procurement coordination

  • Develop close relationships with internal business owners and technical teams to collect expectations, scope and requirements for vendor performance

  • Assure appropriate governance with all managed vendors; including contract terms, SOWs, MSAs, SLAs and OLAs are appropriate communicated, tracked and known to the business

  • Oversee IT routing of contracts through central procurement; assuring, transactions, contractual obligations, payment terms match agreed conditions 

  • Work closely with IT vendors, customers and partner teams (Hardware Asset Management, Help Desk, Sourcing and Account Payable etc) to assure timely transactions in a controlled and compliant manner

  • Develop solutions when documented processes do not meet new requirements within Twitter’s growing environment

  • Establish working relationships with cross functional team leads to coordinate work in a manner that communicates clear best practices to vendors 

  • Act as the point of contact for assigned IT vendors, subcontractors and 3rd party providers while representing Twitter’s needs for efficiency in outsourced work, cost transparency, and reliability   

  • Be responsible for timely and methodical coordination of renewals and coordinate the procurement process end to end

Qualifications

  • 8-12+ years of experience in a lead role overseeing IT contracts, procurement, vendor management, or related work 

  • 4+ years of leadership experience managing direct reports 

  • Strong knowledge of transactional best practices, purchase controls, vendor negotiations, & contract/vendor management systems

  • Experience implementing vendor management systems preferred (ServiceNow a definite plus)

  • Experience producing written reports on work performed, KPIs, cost optimization, and/or IT operations

  • Experience overseeing the work of IT vendors, including contract governance and delivery controls, as well as developing operational agreements and documenting/resolving performance issues 

  • Experience coordinating and orchestrating vendor performance reviews

  • Excellent communication, prioritization and organizational skills
