Job Description

  • Architects end to end TA solutions that consider Twitter’s current people systems technical landscape and its desired future state vision

  • Spearheads design of and implementation strategy for our TA systems (Recruiting Tech Stack) that enables Twitter to develop scalable systems and excellent end user experiences while thoughtfully considering security, legislation and best practices.

  • Depending on the scope of the project, either directly provides project management or partners with the People Systems PMO to oversee project management of the execution of developed strategy. 

  • Collaborates and partners with teams like People Systems (Core HR),  IT, User Experience, Talent Acquisition Strategy & Operations, Talent Experience Programs, TA Learning and People Analytics teams from project conceptualization to deployment to facilitate holistic and integrated solutions.

  • Distills business problems by applying design thinking (user-centric and agile design methods) and acts as a consultant to TA and other related Centers of Excellence (COEs) to develop requirements.

  • Proposes solution/feature options to meet requirements, coordinates development/config, conducts systems testing and provides tier 3 support of solutions.

  • Provides consultation cross functionally to customers on general solution feasibility and best practices for tech 

  • Presents technical requirements in simple terms so relevant audiences clearly understand the design, and inspires their stakeholders to think beyond the status quo. 

  • Prioritizes development roadmaps to enable our TA teams to support their business stakeholders and meet their recruiting and talent demands.

  • Participates in UAT testing by consulting with TA to review testing scripts, testing schedules, and feedback loops.  Performs technical troubleshooting and dispositioning of outcomes from UAT.

  • Use analytics tools to interpret data and present meaningful insights to stakeholders. 

  • Manages TA Systems vendor relationships

  • Manages a team of four individual contributors in the day-to-day administration of SaaS as well as custom developed solutions including configuration, testing, and troubleshooting of issues related to periodic release updates, business processes, security, reporting, etc.  Additionally, provide design review guidance for team members.

  • Identify and recommend process improvements and system enhancements

  • In partnership with People Systems User Experience, identifies gaps in talent technology solutions and recommends 3rd party or designed solutions to strengthen weak links in the applications and illuminate relevant industry trends.

  • Ensure durability of process and operations by ensuring the development and maintenance of  playbooks

Qualifications

  • Minimum 10-12 years experience working with talent technology systems as a systems analyst or equivalent.

  • Strong working knowledge of and experience with leading the implementation of TA technology solutions (ATM, CRM, etc)

  • Strong familiarity with TA functional business processes and the challenges associated with them

  • Exposure to non TA technology solutions (e.g., HCM, LMS, Case Management) and an understanding of the technical dependencies between them and TA

  • A critical thinker in the evaluation of problems with an ability to clearly articulate (both written and verbally) a point of view that facilitates the development innovative solutions 

  • Excellent communication, prioritization and negotiation skills

  • Managerial experience, overseeing direct reports

  • Detail-oriented and have an end to end thinking approach to problem-solving.

  • Collaborative mindset but willing to drive, when warranted.
