Come join Twitter’s Compliance team as Legal Counsel, Export Controls! Twitter is looking for an experienced candidate to continue to develop and implement our export controls compliance program. This position provides the opportunity to shape and drive a key Compliance program, and can either be US-remote or based in any of Twitter’s US offices.

You will join our global Trade Compliance program, providing advice, oversight and governance on a wide range of complex legal and business issues related to export controls compliance. You will work closely with Compliance and Legal team colleagues, control and support functions, and business leaders across the organization. You’ll also be responsible for contributing to our team objective of continuing to develop our compliance culture and to embed integrity and compliance initiatives as Twitter grows.

 

We're looking for an experienced professional who is comfortable working in a fast-paced environment with broad responsibilities including:

 

  • Continue to develop and implement Twitter’s export controls compliance program to ensure it is effective and meets regulatory expectations and requirements

  • Develop appropriate policy and process;

  • Partner with relevant functions to operationalize the policies and principles to ensure compliance with applicable law including monitoring and auditing exports in compliance with applicable laws and regulations;

  • Develop and implement an export controls training plan, working in close coordination and collaboration with other members of the Compliance team, to support awareness and drive appropriate behaviors at all levels of the enterprise;

  • Conduct program focused due diligence for new business opportunities and acquisitions;

  • Maintain and continue classification and cataloging of technical data, technology and software, and evaluating license requirements;

  • Provide effective, practical and timely export controls-related legal advice and guidance;

  • Participate in periodic assessment of risks associated with trade compliance, including development and oversight of implementation of any control enhancements or remediation;

  • Ensure the Compliance team and key stakeholders are advised on key updates and associated risks arising from regulatory trade and related developments, and implement any necessary changes to company policies and procedures.

 

Qualifications

  • Minimum of 6 years of substantive expertise in global trade compliance, export controls laws and regulations (at least two years of in-house experience preferred, ideally with a technology company and including experience with online payments);

  • Experience in building, managing, enhancing and implementing an effective compliance program;

  • Demonstrated sound business and legal judgment, with a constructive approach to issue resolution; 

  • Outstanding judgment and discretion on confidential and sensitive matters; 

  • Forward thinking and strategic, looking not only at what will work now, but what will work three or five years from now,

  • Entrepreneurial mindset: flexible, self-starting and hard-working, generating new and innovative solutions as we build out the Compliance program;

  • Strong project management and organizational skills and ability to prioritize and manage multiple projects simultaneously;

  • Outstanding oral, written and presentation communication skills, fluency in English is required;

  • Strong influencing skills as well as excellent collaboration skills to engage with high performance teams and colleagues in different functions and at different levels in the company;

  • Willing and able to travel to Twitter offices if needed, though travel is not expected to be a significant part of the role;

  • Law degree (e.g. JD or equivalent) and qualification to practice law within a US jurisdiction required.
