Job Description

Position Summary

The Area Project Manager is the PMC's senior delivery leader for an assigned portion of the Indonesia–Singapore renewable energy interconnector project and is responsible for ensuring EPC contractors, vendors, and stakeholders successfully deliver their scope in accordance with project objectives. The role combines contractor governance, project integration, commercial awareness, technical oversight, interface management, and stakeholder leadership, with particular emphasis on managing large Chinese EPC contractors and maintaining independent assurance on behalf of the Project Owner through the PMC organisation.

Role Purpose

The Area Project Manager (APM) is responsible for the day-to-day leadership, coordination, management, and oversight of a defined project delivery area on behalf of the Project Management Consultant (PMC).

The APM acts as the Owner's independent representative through the PMC appointment and is responsible for ensuring that EPC/EPCI Contractors, suppliers, and vendors deliver their scope safely, on schedule, within budget, and in accordance with project requirements.

The role does not hold direct execution responsibility for engineering, procurement, construction, or commissioning activities. Instead, the APM provides integrated management, governance, oversight, performance management, assurance, interface coordination, and issue resolution across assigned project scopes

Key Responsibilities

  • Manage day-to-day engagement with EPC/EPCI contractors and key suppliers.
  • Monitor contractor compliance with contractual and project requirements.
  • Review performance against approved schedules, milestones, and key deliverables.
  • Challenge assumptions, productivity forecasts, and recovery plans where appropriate.
  • Hold contractors accountable for agreed commitments and obligations.
  • Escalate material performance concerns and risks to the Project Director.
  • Lead regular performance reviews with contractor management teams.

Quality Management

For major equipment suppliers and manufacturing partners, responsibilities may include:

  • Manufacturing surveillance and quality monitoring.
  • Factory Acceptance Testing (FAT) oversight.
  • Quality inspections and verification activities.
  • Supplier qualification and audit participation.
  • Equipment release recommendations and delivery readiness assessments.

Specific Responsibilities for International Contractors and Suppliers

Given the involvement of major international EPC contractors and global supply-chain partners, the Area Project Manager shall:

  • Develop effective working relationships with contractor leadership teams and key stakeholders.
  • Foster collaboration across diverse cultural, organisational, and geographical environments.
  • Ensure contractor reporting meets project governance, assurance, and performance requirements.
  • Independently validate reported progress, forecasts, and schedule performance.
  • Maintain oversight of remote engineering centres, fabrication facilities, and manufacturing operations.
  • Monitor critical procurement, manufacturing, logistics, and delivery activities.
  • Ensure project quality expectations and technical standards are fully understood and achieved.
  • Promote transparency regarding procurement status, production progress, and supply-chain constraints.
  • Facilitate early identification, management, and resolution of commercial and claims-related issues.
  • Drive accountability, performance improvement, and proactive issue resolution across contractor organisations.

Key Accountabilities

The Area Project Manager is accountable for:

  • Delivery performance of the assigned project area.
  • Effective management of contractors, suppliers, and key stakeholders.
  • Safety performance across assigned works.
  • Accurate reporting of progress, forecasts, risks, and opportunities.
  • Effective interface coordination and integration management.
  • Timely resolution of technical, commercial, and execution challenges.
  • Compliance with quality assurance and project governance requirements.
  • Protection of Owner interests throughout project delivery.
  • Achievement of project objectives and stakeholder expectations.

Qualifications

Minimum Experience

  • Bachelor's degree in Engineering, Construction Management, Project Management, or a related discipline.
  • Minimum 15 years' experience delivering major infrastructure, energy, or industrial projects.
  • Minimum 5 years' experience in a Project Manager, Area Manager, Package Manager, or equivalent leadership role.
  • Proven experience delivering utility-scale energy or infrastructure projects.
  • Experience working within EPC and EPCI delivery environments.
  • Demonstrated success managing major contractors and complex supplier networks.
  • Experience leading multidisciplinary and multi-location project teams.
  • Strong understanding of project governance, risk management, and project controls.

Preferred Qualifications

  • Utility-scale solar PV developments.
  • Battery Energy Storage Systems (BESS).
  • High-voltage transmission and grid connection infrastructure.
  • GIS, AIS, or high-voltage substations.
  • Subsea and underground cable systems.
  • Marine and offshore construction projects.
  • Cross-border or multinational infrastructure developments.

Highly Desirable Qualifications

  • Experience managing large international EPC contractors and globally distributed supply chains.
  • Experience working with leading global engineering, construction, manufacturing, or energy technology organizations.
  • Experience overseeing overseas engineering, fabrication, and manufacturing activities.
  • Experience delivering projects in Southeast Asia, particularly Indonesia and/or Singapore.
  • Experience administering or managing projects under FIDIC contract frameworks.
  • Experience on complex capital projects exceeding US$500 million.
  • Experience within Project Management Consultant (PMC) or Owner's Representative environments.
