Job Description

Role Overview

We are seeking a Cost Manager to support the successful delivery of large-scale advanced manufacturing projects. This role is open to candidates with either CSA (Civil, Structural & Architectural) or MEP (Mechanical, Electrical & Plumbing) expertise.

You will be responsible for managing project costs throughout the project lifecycle, ensuring strong commercial control, accurate reporting, effective procurement, and sound contract administration. Working closely with clients, consultants, contractors, and project teams, you will help deliver projects on budget while supporting key business and operational objectives.

 

Key Responsibilities

Cost Planning & Budget Management

  • Prepare and manage project budgets, cost plans, and cost forecasts.
  • Monitor project expenditure and track costs against approved budgets.
  • Provide cost advice during design development and support decision-making.
  • Identify opportunities for cost savings and value engineering.

Procurement & Tendering

  • Support and manage procurement activities for CSA or MEP trade packages.
  • Prepare tender documentation, cost breakdowns, and commercial assessments.
  • Review and evaluate tender submissions and provide recommendations.
  • Participate in contractor negotiations and contract award activities.

Contract Administration

  • Manage variations, change orders, and contractor claims.
  • Review progress claims and support payment certification processes.
  • Maintain commercial records and contract documentation.
  • Assist with final account negotiations and project close-out activities.

Cost Control & Reporting

  • Prepare monthly cost reports, financial forecasts, and cash flow updates.
  • Monitor project budgets and identify cost risks or potential overruns.
  • Maintain accurate project cost records and reporting systems.
  • Provide commercial updates to project stakeholders and leadership teams.

Stakeholder & Project Coordination

  • Work closely with project managers, consultants, contractors, and client representatives.
  • Participate in project meetings and provide commercial guidance.
  • Support collaboration between design, procurement, and construction teams.
  • Build positive working relationships with internal and external stakeholders.

Risk & Commercial Management

  • Identify and manage commercial and cost-related risks.
  • Support project governance and compliance with established procedures.
  • Contribute to lessons learned and continuous improvement initiatives.
  • Ensure commercial transparency and accountability throughout project delivery.

Qualifications

  • Bachelor's Degree in Quantity Surveying, Cost Management, Construction Management, Engineering, or a related discipline.
  • 5–10 years of experience in cost management, quantity surveying, or commercial management.
  • Strong experience in either:
    • CSA works such as structural, architectural, façade, or building envelope packages; or
    • MEP works including mechanical, electrical, plumbing, fire protection, and building services systems.
  • Experience in advanced manufacturing, semiconductor, industrial, pharmaceutical, technology, or mission-critical projects is highly preferred.
  • Consultancy, contractor, or client-side experience will be considered.
